The Recent Graduates Program lasts for one year. During the first year the selectee will perform developmental activities designed to help him/her acquire the competencies of the target position in which the he/she may be placed upon completion of the program. Participants who successfully complete the Recent Graduates Program may be eligible for conversion to the target position on a permanent or term (more than one to four years in duration) basis without further competition. Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.
Duties include:
-Performing routine day-to-day assignments of a technical biological nature that are required for the effective and efficient operation and support biological support programs and services of the assigned Refuge/Wetland Management District.
-Participating in the development of Comprehensive Conservation Plans, Habitat Management Plans, Land Acquisition and Protection Plans, and other similar actions.
-Participating and assisting in various phases of administration, yearly work program planning and implementation, preparation of program schedules, work schedules, and maintenance of statistical records reflecting work accomplishments and activities, reports, and planning.
PHYSICAL AND WORK ENVIRONMENT: The work requires some physical exertion such as walking over wet, rough, uneven, or marshy surfaces; bending, crouching, stooping, stretching, reaching, or similar activities; and recurring lifting of moderately heavy items weighing up to 50 pounds. Work requires above average agility and dexterity.

Recent Graduate Program Eligibility Requirements:Recent Graduates must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirements.
Basic Education Requirement for the 0485 series and the GS-05 grade level (You must submit Transcripts to verify that you meet this requirement)
A. Degree: zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology.

Combination of education and experience: courses equivalent to a major in one of the fields described in A above that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology, plus appropriate experience or additional education.

C. Previously occupied a position in the GS-0485 series prior to December 3, 2010, and meet the basic education requirement of the previous qualification standard. Previous standard: bachelor or higher degree with major in zoology, wildlife management, or an appropriate field of biology, that includes 9 semester hours in zoology; 6 semester hours in wildlife; and 9 semester hours in botany. NOTE: To qualify under this option, you must submit a copy of your SF-50 (Personnel Action), dated prior to Dec 3, 2010, showing that you held a position in the GS-0485 series.
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
B. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields: fish and wildlife biology, conservation biology, or similar field directly related to the position. The education must demonstrate the competencies necessary to do the work of the position; OR
C. One year of specialized experience equivalent to the GS-05 grade level in the Federal service gathering and evaluating biological data, communicating and negotiating biological issues and planning and executing biological responsibilities; OR
D. A combination of education and experience as listed above.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
