These positions are being recruited for as part of a U.S. Fish and Wildlife Service national hiring initiative. As a Wildlife Refuge Specialist, you will be located at a National Wildlife Refuge and will be responsible for carrying out professional work in the biological sciences or related natural science field to plan, develop, coordinate and implement biological programs.

Duties include:

  • Assisting the Wildlife Refuge Manager in the development and administration of the operating program and other activities. Refuge operations and programs include wildlife biology, ecology, habitat management, natural resource program management (to include environmental laws, regulations, policies), visitor services (to include public use programs, outreach and education programs, volunteer programs, accessibility issues, representation, and law enforcement).
  • Preparing Comprehensive Conservation Plans, Habitat Management Plans, Land Acquisition and Protection Plans and similar action plans (or portions thereof).
  • Responsible for day-to-day operational aspects of coordinating, planning, and carrying out various duties with the effective and efficient running of Refuge/WMD biological programs and services.
  • Planning, scheduling and attending and/or conducting a variety of formal and informal meetings.
  • Preparing administrative reports, annual narrative reports and other documents associated with various management and administrative programs.
PHYSICAL AND WORK ENVIRONMENT: The work requires some physical exertion such as walking over wet, rough, uneven, or marshy surfaces; bending, crouching, stooping, stretching, reaching, or similar activities; and recurring lifting of moderately heavy items weighing up to 50 pounds. Work requires above average agility and dexterity.

Qualifications

Only experience and education obtained by 02/25/2019 will be considered.

You must meet BOTH the Basic Education Requirement AND the Minimum Qualification Requirement to qualify:

Basic Education Requirement--You must submit Transcripts to verify that you meet this requirement

A. Degree: zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology.
or
B. Combination of education and experience: courses equivalent to a major in one of the fields described in A above that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology, plus appropriate experience or additional education.

C. Previously occupied a position in the GS-0485 series prior to December 3, 2010, and meet the basic education requirement of the previous qualification standard. Previous standard: bachelor or higher degree with major in zoology, wildlife management, or an appropriate field of biology, that includes 9 semester hours in zoology; 6 semester hours in wildlife; and 9 semester hours in botany. NOTE: To qualify under this option, you must submit a copy of your SF-50 (Personnel Action), dated prior to Dec 3, 2010, showing that you held a position in the GS-0485 series.

Minimum Qualification Requirement:

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

  1. One year of specialized experience equivalent to the GS-07 grade level in the Federal service demonstrated by protecting or enhancing wildlife species and their required habitat or experience conserving and managing wildlife resources; OR
  2. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include fish and wildlife biology, conservation biology, or similar field directly related to the position; OR
  3. A combination of education and experience as listed above.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
  1. One year of specialized experience equivalent to the GS-09 grade level in the Federal service demonstrated by participating in the management, administration, and scientific operation of public lands and waters, and habitat management. Also included is experience ensuring that programs, management plans and operations of natural resource lands or waters are developed and carried out properly; OR
  2. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include fish and wildlife biology, conservation biology, or similar field directly related to the position; OR
  3. A combination of education and experience as listed above
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-9/11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9/11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
1. Knowledge of related disciplines of plant ecology, soil science, hydrology, plant and wildlife diseases, restoration ecology, forestry, land management and conservation, and fire ecology and management to identify resource/environmental problems in the protection of wildlife habitats found on the wildlife refuge.
2. Knowledge of applicable policies and procedures for the development of Comprehensive Conservation Plans
3. Knowledge and skill in applying a wide range of theories, principles and concepts of population and wildlife and aquatic biology, wildlife management, species lifecycle requirements/ management, and conservation biology sufficient to independently carry out assignments and resolve complex issues and problems related to the day-to-day operations of a wildlife refuge/wetlands management district.
4. Oral communication skills sufficient to interact with a variety of individuals, to present material(s), to conduct tours, to respond to verbal inquiries, and to brief management in a clear manner and effective manner.
5. Written communication skills sufficient to prepare correspondence, scientific and administrative reports, management plans, and a variety of information and educational materials, including brochures and displays.
