Duties

Help
  • This position is developmental and the incumbent will receive training, closer supervision and developmental assignments that may include the following duties:
  • Plans and executes wildlife surveys to determine population trends, patterns in reproductive success, timing of nesting events, and other demographic parameters of a suite of indicator species.
  • Assists with the development of biological study proposals, survey designs, and scopes-of-work and conduction of biological field investigations involving wildlife species and habitats.
  • Assists with the design and conduction of scientific studies testing hypotheses to reach conclusions, reports recommendations to management, and prepares scientific reports of findings.
  • Studies identify important habitats to recommend strategies to conserve and protect habitats and populations.
  • Discusses potential impacts of proposed development affecting populations with supervisor or senior biologists and identifies proposes potential areas for mitigation.
  • Develops plans to study and monitor wildlife populations and habitats. Assists in the design, analysis, planning, management and implementation of biological programs involving natural resources for the assigned location.
  • Assists in public outreach activities by preparing materials and/or formally or informally responding to requests for information. Researches and reviews natural resource Federal and state laws, regulations, and international treaties and agreements.
  • Follows standard procedures, instruction, or precedence actions to analyze findings, to include biological data in geographic information systems (GIS).

Qualifications

Only experience and education obtained by 02/25/2019 will be considered.

You may qualify for the 0486 series, if you fulfill one of the following qualifications:
A. Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences that included at least 9 semester hours (12 quarter hours) in wildlife subjects such as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND At least 12 semester hours (18 quarter hours) in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate); AND at least 9 semester hours (12 quarter hours) in botany or the related plant sciences. I will submit copies of my college transcripts.
B. Have an appropriate combination of education in an accredited college or university, and experience equivalent to a major in biological science (i.e., at least 30 semester hours/45 quarter hours or the equivalent) of which a minimum with at least 9 semester hours (12 quarter hours) in wildlife subjects, 12 semester hours (18 quarter hours) in zoology, and 9 semester hours (12 quarter hours) in botany or related plant science, as shown above, PLUS appropriate experience or additional education.

You may qualify at the GS-05 level, if you fulfill one of the following qualification requirements:
A. Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences that included at least 9 semester hours (12 quarter hours) in wildlife subjects such as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND At least 12 semester hours (18 quarter hours) in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate); AND at least 9 semester hours (12 quarter hours) in botany or the related plant sciences. I will submit copies of my college transcripts.
B. Have an appropriate combination of education in an accredited college or university, and experience equivalent to a major in biological science (i.e., at least 30 semester hours/45 quarter hours or the equivalent) of which a minimum with at least 9 semester hours (12 quarter hours) in wildlife subjects, 12 semester hours (18 quarter hours) in zoology, and 9 semester hours (12 quarter hours) in botany or related plant science, as shown above, PLUS appropriate experience or additional education.

You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

A. Have one or more years of specialized experience equivalent to the GS-05 in the federal service. Examples of specialized experience may include the following routine and/or developmental assignments under close supervision: performing proper biological methods and techniques involved in day-to-day wildlife management activities; conducting biological surveys for the protection and enhancement of wildlife resources; using computers and other data processing equipment to enter, process, and summarize wildlife data for reports; and assisting in study design and assessment plans for wildlife needs. My resume includes starting and ending dates of employment and number of hours worked per week. OR
B. Have a bachelor's degree in a biological science as described above AND I have documented Superior Academic Achievement. I graduated in the upper third of my graduating class; OR earned a grade point average of 2.95 or higher on a 4.0 scale based on 4 years of education, or as computer based on courses completed during the final 2 years of my curriculum; OR earned a grade point average of 3.45 or higher on a 4.0 scale based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of my curriculum; OR have been elected to or be a member of a National Scholastic Honor Society. I will submit copies of my college transcripts. OR
C. Have successfully completed 1 full year (18 semester hours) of progressively higher level graduate education with a major study related to wildlife biology/management. OR
D. Have an equivalent combination of specialized experience and graduate education. (To determine this, you must first compute your experience as a percentage of the experience required; then determine your graduate education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Ability to develop biologically based plans, procedures and schedules.
  • Knowledge of natural resource Federal and state laws, regulations, and international treaties and agreements, sufficient to provide technical assistance and guidance on management practices that impact wildlife populations and plant and animal control activities.
  • Ability to communicate orally to inform peers and cooperators/partners, explain results, and present information at meetings.
  • Ability to communicate in writing to prepare correspondence and reports for diverse audiences.
