Duties

Help

The Recent Graduates Program lasts for one year. During the first year the selectee will perform developmental activities designed to help him/her acquire the competencies of the target position in which the he/she may be placed upon completion of the program. Participants who successfully complete the Recent Graduates Program may be eligible for conversion to the target position on a permanent basis without further competition.

The duties of a Fish Biologist you will be responsible for carrying out professional work in the biological sciences or related natural science field to plan, develop, coordinate and implement biological programs. Duties may include:

  • Review comprehensive hatchery and fishery management plans and assist other fish biologists in developing programs that effect biological resources including, but not limited to: fish culture, hatchery quality control, fishery management assistance, sampling for exotic species, assessing fish populations, and recommending habitat restoration/management.
  • Assist in conducting a variety of investigations including the design, collection, and analysis of biological data to: determine the effects of various fish culture techniques, evaluate the impact of land and water development practices upon the fishery resources of an area; or to assist in implementing hatchery reform initiatives.
  • Assist in conducting a variety of investigations including the design, collection, and analysis of biological data pertaining to species reared and released from National Fish Hatcheries in the assigned area.
  • Use analytical techniques to assist in the design of studies and interpretation of results for hatchery evaluations and evaluations of ecological interactions between hatchery and wild fish populations.
  • Reviews and analyzes biological implications of environmental assessments or comprehensive resource planning reports to evaluate environmental consequences of proposed actions on Federal projects.
  • Assist in developing plans and recommendations for cooperative restoration and management of Federal trust species.
  • Attend public meetings and hearings to discuss proposed or existing practices that effect hatchery/o ice/center biological resources.
  • Communicate with external agencies and Tribal partners.

Qualifications

Recent Graduate Program Eligibility Requirements:
Recent Graduates must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirements.

Basic Educational Requirements: To meet the basic educational requirements for this position you must have one of the following:

A. A Degree: major in biological science that includes the following: at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fish biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.) -OR-
B. A combination of education in an accredited college or university, and experience equivalent to a major in biological science (i.e., at least 30 semester hours) of which a minimum of 6 semester hours were in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fish biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, PLUS appropriate experience or additional education. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.) The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position, and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

GS:05
In order to qualify at the GS
-05 level, you must fulfill one of the following qualification requirements:
A. 4 academic years above high school leading to a bachelor's degree or bachelor's degree as stated above in option A under Basic Educational Requirements; OR
B. A combination of education and experience as stated in option B above under Basic Educational Requirements.

GS-07
Additionally in order to qualify at the GS-07 level, you must fulfill one of the following qualification requirements:
A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
B. One full year (18 semester hours) of graduate level education in an accredited or pre-accredited college or university if it provided the knowledge, skills, and abilities necessary to do the work. The education must demonstrate the competencies necessary to do the work of the position; OR
C. One year of specialized experience equivalent to the GS-05 grade level in the Federal service. Examples of such experience may include: Assisting with biological initiatives related to the management of fish and aquatic resources; collecting data and biological information concerning fish populations and fish culture techniques; assisting with the preparation and presentation of data relative to fishery resources; OR
D. A combination of education and experience as listed above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

You will be provided developmental experience and may be non-competitively converted to a competitive service permanent position when the below requirements have been met. Eligibility for conversion does not guarantee that the agency will decide to opt for conversion. It is expected that these positions will be converted to permanent appointments.
  • Successful completion of at least 1-year of continuous service in addition to all requirements of the recent Graduates Program.
  • Demonstrated successful job performance consistent with the applicable performance appraisal program established under the Department of the Interior's approved performance appraisal system that results in a rating of record (or summary rating) of at least Fully Successful and a recommendation for conversion by the first-level supervisor.
  • Meet the Office of Personnel Management Qualification Standards for the competitive service position to which the Recent Graduate will be converted.
  • The duration of a Pathways appointment under Schedule D is a trial period

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of the biology, ecology and habitat requirements of aquatic species native to North America (e.g., Pacific salmon and steelhead trout) in both the stream and hatchery environments, and Service trust species (e.g., bull trout, cutthroat trout, and Pacific lamprey) sufficient to plan and conduct inspections and evaluations; to review and analyze biological date; and to provide technical assistance and advise to others.
  • Ability to analyze, design, and conduct aquatic research, modeling, and monitoring projects.
  • Skill in applying biometric principles, theories, practices and concepts to develop statistically valid study proposals and evaluation of study results.
  • Ability to communicate orally to present data and its analyses.
  • Ability to communicate in writing to compose reports requiring a minimum of reviewing and editing.
