Duties

The Deputy Chief Officer (DCO) is organizationally assigned to the Workforce Management and Consulting (WMC) Office in the Veterans Health Administration (VHA). This position reports to the Chief Officer (CO). WMC consists of the following: Human Resources (HR) Operations Office (HROO), Equal Employment Opportunity (EEO)/Diversity and Inclusion, Human Capital Systems and Services (HCSS), Finance and Business Operations Team (FBOS), HR Development (HRD) and HR Center of Expertise (HRCOE). This office provides staff support to the Office of the Under Secretary for Health through the Assistant Deputy Under Secretary for Health for Workforce Services on matters involving HR; Workforce Planning; Equal Employment Opportunity/Diversity and Inclusion; Organizational Analysis and Design; and productivity and quality improvements. WMC is responsible for developing and implementing policy under the approval of the Under Secretary for Health and handling other management issues that impact field facilities and VHA Central Office.

Assists the CO with the formulation and justification of the medical administration budget and negotiates modifications made during the budget cycle, including the OMB pass back. The DCO assists the CO in the planning and utilization of equipment, securing contractual services, and the budget. The incumbent will be responsible for non-expendable equipment inventory management and providing guidance on the VHA space program.

Conducts organizational analyses, reviews and makes recommendations concerning the mission and functions of VHA offices, the allocation of resources, manpower requirements, and the effectiveness of systems and procedures. The incumbent coordinates changes in VHA with the CO, including establishment or elimination of various services or offices. The DCO is expected to develop and implement plans to improve specific procedures, systems, or policies.

Oversees the HROO in support of human resources operations. HROO oversees recruitment/staffing organizations whom perform diverse functions supporting VHA executive level recruitment, nationwide delegated examining recruitment to include consulting and training on the USA Staffing system, professional physician/nurse recruiters and a national marketing program.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TQ1: Demonstrated leadership experience in the development of human resources policies, systems, and procedures in a variety of human resources functions (e.g., staffing, classification, employee relations, performance management, strategic planning, compensation, benefits, training and development, etc) for a large, decentralized department OR demonstrated operational leadership experience in a variety of human resources functions.
