Serves as a Program Analyst in the Business and Contracts Management Branch of the Facilities Management and Operations Division.
Serves as analyst and advisor to management by using analytical and evaluative methods and techniques for assessing program development or execution; and for improving organizational effectiveness and efficiency.
Provides support in budget formulation, planning, and execution activities related to the Agency Programming, Planning, Budgeting, and Execution process and other NASA budgeting exercises.
Assist in implementation of current budget; developing monthly phased operating plan; initiating/tracking funding actions; costing resources; forecasting year-end run out costs; and identifying content decisions to the supervisor and customers.
Prepares analysis of budget to track project resources and analysis related to contract performance or division performance, construction projects and costs, planning, etc.; prepares metrics, reports findings, and formulates recommendations.
Provides support with special studies to respond to audits and other internal or external routine or non-routine resources efforts.
Assists with information technology troubleshooting, acquisitions and support, including the management/maintenance of the organization's internal website and the programming, operation, diagnosis of issues and maintenance of a 3D printer.
Performs data and statistical analysis utilizing a variety of systems and programming languages, including Unix and Python.
Provides records management support, assisting the organization Records Coordinator and Records Custodian with the day-to-day activities related to JSC and Agency-level directives.

Qualifications
To qualify for the GS-9 level, you must have a Master's degree that meets the criteria listed under education qualifications.

A Bachelor's degree plus 1 year of qualifying specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. Specialized experience is defined as professional working experience that included the following:
-Knowledge of cost and funding processes, procedures, reporting systems, and associated data bases. -Knowledge of business practices and program control techniques used to evaluate project cost, schedule, and technical performance. -Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to budget assessments, project and customer performance, and a variety of other office administration tasks, along with the ability to gather, analyze, and present data. -Knowledge of sound management principles and techniques necessary to resolve short and long term administrative issues and problems. -Experience with Microsoft Office products including Excel, Word, PowerPoint, etc., as well as, knowledge of programming languages including HTML, Unix, and Python. -Knowledge of methods used in website maintenance and associated knowledge used to program, operate and maintain a 3D printer. -Knowledge of Federal records management.

Education
Basic Education Requirement: A Master's degree from an accredited college or university.
