This position is located in the Bureau of Consumer Financial Protection, Office of the Director. This is a rotational position that is designed to provide the incumbent with exposure to the analysis, strategy, research, policy development, supervision, enforcement, and rulemaking activities throughout the Bureau. The incumbent will provide insight and feedback into all duties and serve as a thought leader among analysts. The incumbent assists with research and analysis of consumer financial product markets and providers in order to help guide Bureau policies, priorities, and resources. The incumbent produces presentations, reports, memos, and other written products that synthesize the data and summarize the analysis and conclusions. The incumbent will collect data of many varieties and rapidly turn it into communicable, actionable knowledge in innovative ways to lead analytical activities at junior levels within the Bureau.

Members of the Director’s Financial Analyst Program will experience diverse roles, responsibilities, and areas of expertise. As a result, in a short period of time, analysts will play an integral role in everything we do, from rigorous data-driven policy creation and market monitoring to on-site supervision of market participants. All analysts will complete developmental rotations in offices throughout the Bureau. These rotations are designed to provide exposure to the analysis, strategy, research, education, policy development, supervision, enforcement, and rulemaking activities throughout the Bureau

Director’s Financial Analysts will complete developmental assignments and assist with research and data-driven analysis of consumer financial product markets, providers, and consumers in order to help guide Bureau policies, priorities, and resources. Analysts produce presentations, reports, memos, and other written products that synthesize data and summarize analyses and conclusions. Analysts intake data of many varieties and rapidly turn them into communicable, actionable knowledge in innovative ways to lead analytical activities within the Bureau.

Specific duties include:

  • Extract data from data stores and perform ad-hoc or periodic queries for use by Bureau staff engaged in research and policy development. Provide feedback and suggestions on the queries and, as directed, implement improvements.
  • Mine data from selected data sources to arrive at specific information to be used by Bureau staff to conduct research and analysis of issues relating to consumer finance. Document the analyses performed to ensure that future verification and reproduction of results can take place. Seek out innovative, new sources of data to improve quality of analysis and, as directed, incorporate them into analysis.
  • Use selected programming languages, analytical tools, data structures, and data logic to maintain data quality programs. Provide feedback and suggestions and as directed, implement process, data, and reporting improvements for the organization to improve operational efficiencies and effectiveness.
  • Participate in the implementation of segments of new production and data storage systems to support research, inform consumers, guide the supervision of covered persons, and enforce rules relating to consumer financial protection.
  • Assist internal clients with analytical projects relating to the consumer finance markets and providers. Draft segments of reports, analyses, and interpretations of data to Bureau staff to monitor business critical results. Assemble relevant data and other information from internal and external sources, including financial or banking industries, businesses, or regulatory agencies or from commercial vendors; solve straightforward problems as they arise. Prepare drafts of findings for review by senior specialists. Provide feedback and suggestions on projects and products and, as directed, implement improvements.
  • Perform analysis of defined segments of business and data structures to generate business insights or gauge product performance. Provide feedback and suggestions on analyses and, as directed, implement improvements.
  • Support the development of substantive policy choices and agency-wide strategy through qualitative research, including policy, legal, and market research.
  • Communicate to senior leaders across the Bureau through written and oral presentations.

The experience may have been gained in either the public or private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

Eligibility Requirement: Applicants must be either:

  • Current undergraduate students who anticipate graduation between February, 2019 and June, 2019;

OR

  • Individuals who have earned an undergraduate degree on or after October 24, 2016.

Eligibility Requirement Exception: An exception to the October 24, 2016 undergraduate degree completion date will be granted to veterans who are precluded from applying in that limitation due to a military service obligation. Veterans who meet this exception will have up to six years from the date they completed their undergraduate degree to participate in the Director's Financial Analyst Program.

Education Requirement: To qualify at the CN-30, applicants must have completed (or will between February 2019 and June 2019) a 4-year course of study leading to a bachelor's degree with an overall GPA of at least 3.0 (or equivalent); and successful completion of at least 5 courses in any of the following: econometrics, statistics, mathematics, quantitative methods, or finance or similar coursework indicating numeric competency and/or grounded in quantitative analysis. Course work must have prepared the candidate to perform basic statistical techniques such as regression analysis, descriptive statistics, probability distributions, statistical t-tests, confidence intervals, ANOVA, and correlation coefficients.

To qualify at the CN-30: You must meet both the education and eligibility requirement listed in this section of the announcement.

Education

You MUST submit transcripts or equivalent.

To qualify at the CN-30, applicants must have completed a 4-year course of study leading to a bachelor's degree with an overall GPA of at least 3.0 (or equivalent); and successful completion of at least 5 courses in any of the following: econometrics, statistics, mathematics, quantitative methods, or finance or similar coursework indicating numeric competency and/or grounded in quantitative analysis. Course work must have prepared the candidate to perform basic statistical techniques such as regression analysis, descriptive statistics, probability distributions, statistical t-tests, confidence intervals, ANOVA, and correlation coefficients.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT
