Duties

Help
  • Utilize the knowledge of financial theories, business practices, security analysis, corporate finance, credit analysis, tax, bankruptcy, labor laws to defined benefit pension plans.
  • Utilize macro and micro economic and accounting principles and business strategies in order to understand the framework in which a particular company operates, and how collective bargaining relationships affect contributions to pension plans.
  • Develop new sources of data, and expertise, and organize and maintain ready access to such information.

Qualifications

All qualification and eligibility requirements must be met by the announcement closing date.

You may start at $114,590 if you meet the following minimum qualification requirements.

SPECIALIZED EXPERIENCE: 

Specialized experience is defined as experience at the GS-13 grade level in the Federal service or equivalent to GS-13 in the private sector applying financial theories and business practices. Examples may include: experience identifying risk factors and resolving critical problems and applying quantitative methods to mitigate risk to pension insurance programs.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The KSAs for the position are:

  1. knowledge of financial theories and business practices, including corporate finance, credit analysis, and pension funding
  2. knowledge of macro and micro economics, accounting principles, and practices and business strategies 
  3. skill in applying new work methods and procedures; regulatory and statutory provision to the performance of financial analysis and evaluation work 

The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent are listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher. A selecting official may make selections from the highest quality category (Gold) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C 3317(b) or 3318(b) are satisfied.
