This position is located in the Alexandria, VA Office of the Deputy Inspector General for Overseas Contingency Operations (DIG-OCO) and reports to a Director performing reviews and critical analyses of funding, policy, and operational information in support of the Lead Inspector General (LIG) mission assigned to the ODIG-OIG.

As a Program Analyst, AD-0343-11/12, your typical work assignment may include the following:
Serves as a Program Analyst and performs research and analysis duties in support of quarterly reporting and oversight planning responsibilities of the Lead Inspector General mission.
Develops questions and requests for information directed to Federal agencies engaged in overseas contingency operation activities, programs, and activities funded by the United States Government.
Analyzes information related to strategic areas of Security, Stabilization, Support to Mission, Humanitarian Assistance, Governance as well as funding requests, appropriations, expenditures, disbursements, reprogramming activities, contracts, grants and agreements.
Reads and summarizes oversight projects and reports; tracks recommendations, conducts continuous gap and trend analyses and "lessons learned" research related to planned, ongoing, and completed projects and reports; maintains awareness of strategies, policies, regulations, legislation and Congressional interests related to overseas contingency operations.
Drafts well-formulated, accurate, and timely questions, summaries, briefings, reports, and official correspondence that reflect a thorough understanding of the topic.
Note: If selected, your duties will be less with increased supervision.
This position is being filled using 5 U.S.Code 3161 authority and is available for 13 month increments. This temporary position may be extended beyond the 13-month period based upon performance and the needs of the OIG.
Incumbent must be able to attain and maintain a Secret level clearance.
Travel to overseas contingency operation locations may be required.
New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no bread in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component
Qualifications
Knowledge of DoD and Federal sector objectives, programs, goals, operations, and best practices and private sector management practices to apply them to assigned projects and studies;
Knowledge of DoD organizations, missions, functions, and strategic objectives to conduct and support evaluations;
Knowledge of and/or direct experience with the activities related to overseas contingency operations (military, diplomatic, or humanitarian);
Knowledge of and/or direct experience with an oversight agency (audit, evaluations, investigations);
Knowledge of and/or direct experience with budget formulation and review and the Federal budget cycle and activities;
Knowledge of qualitative and quantitative analysis techniques to conduct analyses of programs;
Skill in the conceptualization and design of methodologies for evaluations and program reviews;
Skill in analyzing data and information to identify issues and develop conclusions and recommendations;
Skill in written and verbal communication to present evaluation findings, brief leadership and negotiate acceptance of corrective action;
Ability to establish and maintain effective working relationship with internal staff and external organizations to maintain awareness of ongoing operations and to conduct reviews;
Proficiency and/or direct experience using Microsoft Office applications in the development of spreadsheets, templates, and other data collection forms.
