This position is located in the Office of Communications (OCOM) of the Federal Deposit Insurance Corporation in Washington, D.C.  The Director of the Office of Communications (OCOM) will serve as the Corporation's chief spokesperson and, in consultation with the Deputy to the Chairman for External Affairs, advise the Chairman on all public relations/public information matters pertaining to the Corporation.

Duties

Help

  • Creates and continually reevaluates FDIC's communications and public affairs campaigns and strategy from a Corporate-wide perspective.
  • Supervises the Office of Communications, reporting to the Deputy to the Chairman for External Affairs.
  • Aligns nationwide FDIC public outreach efforts, including coordination and review of all regional and local outreach efforts with FDIC's regional and field-based staff.
  • Manages internal communications across the Corporation.
  • Provides leadership and direction to a staff of professional writers and editors, media specialists, IT specialists, and public affairs specialists.
  • Establishes and maintains professional contacts with key officials and representatives of the media, public relations firms, banking groups, trade associations, "grassroots" and community organizations, Congress, state and local government, other financial regulatory agencies, and within the Corporation.
  • Promotes regular collaboration with the communication teams of other federal banking regulators, while ensuring that the message priority of the FDIC is well represented in any joint efforts.
  • Serves as chief spokesperson for the Corporation and the Chairman in dealings with the media. Advises the Chairman and the Deputy to the Chairman for External Affairs as to how best to maximize the value of the Chairman's time with respect to media and public appearances.
  • Develops and oversees comprehensive, strategic plans to leverage social media as a means to communicate Corporate mission, objectives, and obligations. Directs the development of policies and guidelines for the use of social media within the Corporation.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants must have one year of specialized experience equivalent to the grade 15 level or above in the Federal service. Specialized experience is experience serving as a chief spokesperson and senior level expert advisor regarding financial institution communication matters and overseeing, planning, implementing and monitoring a comprehensive public information program, including crisis management communications, within a financial regulatory environment.

FDIC Executive Managers (EM) are in the Federal competitive service and not the Senior Executive Service (SES). As an EM at the FDIC, you will provide executive leadership and managerial direction over substantive activities related to planning, developing, executing, and coordinating the Corporation's programs and policies.

Salary reflects a pay cap for this position of $273,400.

The competencies/knowledge, skills, and abilities (KSAs) you will be assessed on are listed below. If you are found qualified, your application package will be reviewed by a panel of three Executive Managers and placed in one of three categories: Best Qualified, Highly Qualified, or Qualified.  Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans. Top ranked candidates will be referred to the selecting official for further review and consideration. 

1. Ability to manage employees within the Office of Communications; evaluate and manage external resources retained by the Office of Communications, and develop and manage the annual budget of the office. 

2. Ability to understand and effectively communicate financial industry issues. 

3. Ability to serve as an expert advisor to the Chairman, the Deputy to the Chairman for External Affairs, and top management officials regarding public affairs issues of the Corporation. 

4. Ability to develop and execute longer-term sustained public affairs campaigns targeting a broad cross-section of stakeholders through multiple media platforms, such as print, television, electronic, and social media.

5. Ability to conceive, implement and evaluate nationwide and global communications and public affairs strategies and campaigns focused on the business and mission of the Corporation. 

6. Ability to establish and maintain professional contacts with key persons and groups within other relevant federal and state agencies and outside of the government, leveraging those relationships to help advance the Corporation's communication strategies.

7. Ability to create, direct and manage effective crisis communications programs.

8. Ability to develop promotional strategies for Corporation events, such as economic conferences, data releases, educational forums, and other public events.
