Help

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency’s business processes. The Office of Infrastructure Engineering and Operations (IEO) provides day-to-day operational support for the USPTO automated information systems. The Infrastructure Services Division (ISD) provides Infrastructure as a Service (IaaS) for the Servers, Storage, Networks and Facilities within the USPTO. The Server and Storage Services Branch (SSSB) provides technical services for all server and storage devices in all Data Centers. The OS Operations Section (OSOS) provides administration and management for the over 8000 instances of Operating Systems, including HP-UX, ESX, Red Hat Linux, Windows and IBM AIX.

This position serves as an IT Specialist and Operating System/System Administrator in the OSOS. The individual selected for this position will be required to perform the following:

  • Developing and analyzing operating systems, software and/or hardware problems and providing solutions.
  • Solving a wide range of operational and support problems to meet customer requirements.
  • Installing, configuring, troubleshooting, and maintaining servers and supporting software/utility configurations (hardware and software) to ensure their confidentiality, integrity, and availability.
  • Managing accounts, firewalls, and patches. Provides access control, passwords, and account creation and administration.
  • Developing solutions to issues related to Linux server-based operating systems and supporting hardware/software/utilities such as: RHEV Manager, Puppet, Red Hat IDM, Cisco UCS, Red Hat Satellite, Red Hat Cloudforms and Foreman.
  • Planning and conducting analyses of projected work, processes and operational practices that affect operating systems in order to implement new capabilities, achieve compliancy or resolve unusual problems.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Information Technology Management series can be found at OPM. You must meet all qualification requirements by the closing date of the job announcement.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Applicants are required to meet all of the specialized experience for this position:

Skill Set 1 - Experience performing systems administration (i.e. design, development, performance, integration, installation, monitoring, automation, and troubleshooting) on physical and virtualized Red Hat Enterprise Linux systems to include Red Hat Enterprise Virtualization Manager.

Skill Set 2 - Experience administering and maintaining CISCO UCS blade systems, Red Hat Satellite servers, and Red Hat IDM.

Skill Set 3 - Experience serving as a Systems Administrator in an environment with over 5000 servers.

In addition to meeting specialized experience requirements, you must have IT-related experience demonstrating these competencies:

Communication - Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information as needed.  Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience.  Facilitates an open exchange of ideas to ensure all group input is considered.  Handles technical, sensitive or controversial topics with agility, involving executives/managers as appropriate.

Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes sound recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.

This is a Public Trust position and has a risk level designation of "moderate".
