As a Program Analyst, you will:

  • Serving as the Contracting Officer Representative (COR) responsible for procurement planning, contract negotiation, contract administration, and related activities.
  • Managing the performance of newly assigned and awarded contracts, and follows protocol for recommending the termination of contracts.
  • Serving as the subject matter expert executing the rules and regulations of the Federal Acquisition Regulations (FAR) to the fullest extent of the law.
  • Performing and coordinating technical evaluations of applications submitted under the COR process to determine the eligibility, merits, and viability of complex, largescale projects.
  • Analyzing and evaluating, on a quantitative/qualitative basis, the effectiveness of contractor service delivery in meeting established goals and objectives.
  • Participating as a management advisor in pre-decisional matters impacting personnel policy and practice or other general condition of employment; matters concerning the contracting out of non-inherently governmental work.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade a GS-13 level in the Federal service.  Specialized experience for this position is defined as:  Serving as an expert required to execute the rules and regulations of the Federal Acquisition Regulations (FAR) to the fullest extent of the law by ensuring compliance with the terms of the contract, safeguarding the interests of Division; assisting in the development of procedures and systems for assessing effectiveness of administrative/management performance of all necessary actions for effective contracting and processes.

Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below.   1. Knowledge and skill in applying the Federal Acquisition Regulations (FAR) to a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement management processes and systems.  
  2. Knowledge of advanced concepts, principles, and practices of program analysis of contracts.  
  3. Ability to analyze legislative and guidance to determine the impact on the organization's program requirements, and applying that analysis to develop required policies, procedures, and guidance.  
  4. Knowledge of the principles and methodologies of project management and skill in the application of these management tools for programmatic evaluation.  
  5. Presents findings and recommendations, negotiates and defends proposals encompassing services provided and responds to public inquires.

You will be evaluated for this job based on how well you meet the qualifications above.
