The primary purpose of this Air Reserve Technician (ART) Enlisted position is to serve as command post controller and, as such, carry out all functions associated with command post operations for airlift/rescue/fighter/special operations and tanker units.

Duties

Help
  • Command and Control Operations (C2OP) and mission monitoring. Analyze and evaluate unit requirements and functions in support of the unit commander and staff as it relates to command and control under contingency and peacetime operations.
  • Emergency Actions. Receive, analyze, decipher and take action on time critical HHQ alert messages as it relates to air base defense, sabotage, acts of war, posturing of forces and natural disasters.
  • Operational and Readiness Reporting. Receive, analyze and disseminate C2 message traffic to appropriate wing agencies.
  • Facilities, Communications Systems, Equipment and Material. Assist with the management and control of facilities, equipment and supplies.
  • Administration and Resource Management. Assist with maintaining publications and forms library.

  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • The incumbent must obtain and retain the appropriate security clearance level designated for the position Some of these positions must be able to obtain and retain Top Secret (TS/SCI) security clearance.
  • Some positions covered by this announcement may be designated as drug testing positions where the incumbent may be subject to random drug testing.
  • Must gain and retain certification IAW AF-10-207 as supplemented.
  • Some positions are located in a high stress environment, requiring rapid response decisions.
  • Some of the positions may require shift work or uncommon tours of duty with limited/no notice.
  • Some positions may be covered by the Domestice Violence Misdemeanor Amendment ( 30 Sept 06) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • This position is subject to the provisions of DoD Priority Placement Program (PPP).
  • Positions may be filled as permanent, temporary or term with a full-time or part-time work schedule. Temporary positions may be extended up to maximum of three years. Term positions may be extended up to a maximum of six years.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-07 grade level or equivalent in the Federal service that has given you particular knowledge, skills, and abilities required to successfully perform the duties of the position. (To be creditable, specialized experience must meet the above quality level requirements).

OR

EDUCATION:
Substitution of Education for Experience: Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or JD., IF relevant. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position and is related to the duties of this position. If you are qualifying based on education, an legible copy of your college transcripts identifying institution name and location, type of degree awarded and date conferred is required.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

(1) Knowledge of command and control operational reporting, mission monitoring, and emergency actions.
(2) Knowledge of security instructions, practices and procedures.
(3) Ability to research, collect, analyze, organize, and prepare data.
(4) Knowledge of federal and civilian disaster response agencies.
(5) Skill to effectively communicate orally.
(6) Skill to effectively communicate in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
