Summary

This position administers OFCCP's Ombud Service. This position is critical to accomplishing the agency's stated programmatic goals with responsibility for facilitating the fair and equitable resolution of specific types of concerns raised by OFCCP external stakeholders.

This position is outside the bargaining unit.  

The agency is offering a relocation bonus up to $25,000, if eligible.

Duties

Help

Major duties for this position include, but are not limited to, the following:

  • Designs, implements, and executes the Ombud Service to bring an impartial and independent perspective to facilitate communication with external stakeholders on OFCCP matters. 
  • Manages all aspects of OFCCP’s Ombud Service.  Plans work to be accomplished, sets and adjusts priorities and prepares schedules for completion of work, and provides recommendations to the director regarding resolution of concerns raised by external stakeholders.
  • Provides regular reports to the director on Ombud activities, and ad hoc reports or recommendations on a range of issues related to OFCCP programs.  
  • Provides recommendations to the director to improve the efficiency and effectiveness of internal OFCCP operations in support of achieving the agency’s priorities, goals, and objectives.

Qualifications

Applicants must have 52 weeks of specialized experience. Specialized experience is defined as experience in facilitating the resolution of disputes with regulated businesses, industries and other external stakeholders; and conducting a wide range of qualitative and quantitative analyses to assess and improve program effectiveness.

Education

Education cannot be substituted at this grade level.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.

Writing (†) - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your responses to the vacancy questions.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.  Your evaluation may also include a review by a Human Resources Specialist or panel and may include other assessments (ex. interview, panel review, written test, writing sample, etc.)
