Help

The Management and Program Analyst, located in the Office of Audits and Evaluations, is responsible for planning and conducting performance audits, reviews, inspections, or evaluations of the Department of Veterans Affairs (VA) programs, functions, and operations. 

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Conduct performance audits, evaluations, reviews or inspections of VA’s management programs, systems, and operations.
- Prepare and conduct program surveys and evaluations to address specific objectives. Perform important segments of the performance audit, review, evaluation or inspection; and identifies techniques or methods to use in in gathering data and documentation.
- Perform complex studies, research, and detailed analysis for audit topics that potentially lead to high interest projects. Conduct entrance and exit conferences with VA clients and OAE and OIG leadership.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:  For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: 
-Collecting, analyzing and summarizing evidence to support conclusions; AND
-Researching laws, regulations, guidelines, and approved procedures to provide findings; AND
-Assist with writing reports and preparing work papers; AND
-Participate in pre-project meetings and post-project debriefs.
 
OR
You may substitute education for specialized experience as follows:  3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR
You may qualify by a combination of experience and education. Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. 

Specialized experience:  For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

- Collecting, analyzing and summarizing evidence to support conclusions; AND
- Researching laws, regulations, guidelines, and approved procedures to support or develop findings; AND
- Providing input to evaluation report and preparing work papers.

OR
You may substitute education for specialized experience as follows: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR
You may qualify by a combination of experience and education. Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.

Rating: Your application will be evaluated in the following areas:  Planning and Evaluating, Analytical, and Communication.
