This position requires the selectee to undergo a pre-employment check and a full background investigation. Any offer made is considered a tentative job offer pending the outcome of the pre-employment check. Retention in the position is based upon a favorable adjudication of the background investigation. The incumbent will be subject to periodic reinvestigations.

Major Duties:

The incumbent will serve as the Research Leader of the Watershed Physical Processes Research Unit, National Sedimentation Laboratory (NSL), Oxford, MS. The Research Unit’s mission is to develop improved methods to measure, control, and predict erosion and sediment yield from fields, streams, and impoundments in agricultural watersheds and to develop water management practices and systems that improve water availability for agricultural sustainability. The incumbent provides leadership for Unit research that addresses processes controlling soil detachment and sediment transport, transformation, storage, and delivery; processes controlling surface and groundwater movement in agricultural watersheds; transferal of research into technology to quantify and evaluate management effects on watershed physical processes; and that contributes to long-term sustainability of agroecosystems in the Lower Mississippi River Basin. The incumbent is responsible for maintaining and enhancing the creativity and productivity of the Unit; hiring personnel and managing the human, fiscal, and physical resources assigned to the Unit; serving as the Unit fund holder; providing technical information and consultation, both internal and external to ARS; and ensuring the proper interpretation and reporting of scientific research results and information. The incumbent will develop a personal research program in his/her area of expertise that addresses issues identified in the National Programs that the Unit supports.

Qualifications

Your education and experience will be evaluated against all qualification requirements (basic and any additional requirements) listed below.

Graduate education must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to do the work.

Basic Requirements:

Soil Science Series (470): Degree: soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility. 

OR 

Combination of education and experience – courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in above, plus appropriate experience or additional education. 

Geology Series (1350): Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. 

OR 

Combination of education and experience – course work as shown above, plus appropriate experience or additional education. 

Civil Engineering Series (810): Degree: professional engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum, or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. 

OR 

Combination of education and experience – college level education, training, and/or technical experience that furnished 1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and 2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

 

Agricultural Engineering Series (890): Degree: professional engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum, or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

 OR

Combination of education and experience – college level education, training, and/or technical experience that furnished 1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and 2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.  

Hydrology Series (1315): Degree: physical or natural science or engineering that included at least 30 semester hours in any combination of course in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics.  

OR 

Combination of education and experience – course work as shown above, plus appropriate experience or additional education.

Additional Requirements:  In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

GS-14: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled.   The specialized experience requirements for the GS-14 level of this position are:

  • Experience planning and conducting research and producing peer reviewed publications on the basic concepts of soil, water, channel and watershed sciences in the context of agriculture. 
  • Administers research budget via grant funds, soft funds or appropriated funding and experience managing human, physical and fiscal resources to deliver on research mission. 
  • Develops and manages multiple research projects and directs subordinates to reach goals and benchmarks. 
  • Effectively communicates with a variety of individuals such as government officials, scientific and academic communities and organizations.

GS-15: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-15 level of this position are:

  • Experience leading, planning and conducting research and publishing in peer reviewed journals and presenting results at the national or international level on the concepts of soil, water, channel and watershed sciences in the context of agriculture. 
  • Administers research budget via grant funds, soft funds or appropriated funding and experience managing human, physical and fiscal resources to deliver on research mission. 
  • Leads, develops and manages multiple individual and collaborative research projects and directs subordinates to reach goals and priorities. 
  • Establishes collaborations and effectively communicates with a variety of individuals such as government officials, scientific and academic communities and organizations.
