Summary

The position of Archives Technician is located in the Information Services Unit, National Wildlife Research Center (NWRC) for Wildlife Services. Duties

Help

The duties may include, but are not limited to:

  • Ensures proper maintenance, storage, control, and record management of materials.
  • Provides research assistance.
  • Assists the archivist/records manager in the identification of official records.
  • Process, arrange, describe, catalog and create finding aids for NWRC archival records.
  • Utilizing professional image preservation and conservation techniques: process, arrange, catalog and create a finding aid for the NWRC image collection.
  • Remain current on professional digitization practices and implement those practices on targeted digitization projects.
  • Provide user access and outreach through the implementation of online exhibits, presentations and other planned activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that demonstrates: 

  • Working in an archive or special collections library, performing complex and difficult work in maintaining a major body of records, including either the preparation of cross-references, finding aids, and related instructional material or providing adequate reference service from these records.
  • Through analysis of the subject-matter content of records, identifying series of records, some of which may be disposable, by interpreting the General Records Schedules and correlating schedules with the records.
  • Using computer databases (e.g. Microsoft Access and Excel), archival cataloging software (e.g. Archon, PastPerfect, Archivists’ Toolkit), scanning software (e.g. SilverFast), and image editing software (e.g. Photoshop).
  • Using professional image preservation and conservation technique, processing, arranging, cataloging, and creating a finding aid for an image collection. This includes scanning, uploading to the database, and capturing appropriate metadata for each image.
OR One year of graduate education (post bachelors degree) in public history or library science with coursework in archives, special collections, public history or historic preservation.

Equivalent combinations of education and experience are qualifying for this grade level.

  • This education must have been successfully completed and obtained from an accredited school, college, or university.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.   • This position is subject to unscheduled overnight details of undetermined lengths in the event of animal health emergencies or other conditions requiring immediate response, as required by the Agency. (Extensive periods of time may be designated for overnight details.)

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures using category rating. The category rating procedure is used to rank and select eligible candidates. Applicants who meet basic minimum qualifications will be placed in one of three categories:  Best Qualified, Well Qualified, or Qualified.  Within these categories, applicants eligible for veterans preference will receive selection priority over non-veterans.  Category placement will be determined on applicants' quality of experience and the extend they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Comprehensive practical and technical knowledge of archival methods, procedures, and technology obtained from classes in archival programs under Library Science, Public History, Archives or work experience with archival records. This skill to apply that knowledge with only general supervision in order to solve practical problems in a wide range of functions in the administration of historic documents
  • Knowledge of laws and legal precedents in relation to the management, use, and distribution of information, such as copyright, state and federal privacy and publicity legislation, Freedom of Information Act, Personal Identifiable Information, federal records management schedules and the effect of related legislation on access to specific information
  • Knowledge and experience with archival processing, arrangement, description, cataloging and creating a finding aid
  • Knowledge and experience using computer databases such as Microsoft Access and Excel, archival cataloging software such as Achon, Re:Discovery, PastPerfect, scanning software such as SilverFast and image editing software such as Photoshop
  • Knowledge and experience with images both in hard copy and digital format including rehousing, processing, cataloging, scanning, capturing metadata and use of image databases
