Duties

Help

This position is responsible for the management of a catalog describing and pointing to the location of research data with significant geospatial dimension.  Research is described using the ISO 19115 metadata standard.  The incumbent spends considerable effort in gathering and analyzing user requirements and translating these requirements into new features and system enhancements.

Major Duties may include, but are not limited to:

The primary purpose of this position is to manage geospatial, physical, and environmental data for the National Agriculture Library. 

  • Experience with developing and managing geospatial and associated data systems.

  • Ensuring emerging technologies and computational platforms are considered and adopted to enhance the computational performance and architecture of systems.

  • Performing data acquisition, quality assurance and control, single user or community curation, metadata editing, and publishing.

  • Developing data acquisition and life cycle management policies.

  • Communicating program initiatives through web-based communications, formal presentations, personal contacts, published articles, and other means of communications.

Qualifications

Applicants must meet all qualifications and eligibility requirements by 11:59 pm Eastern Time on the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

Basic Requirements

To qualify at the 1412 series:

Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. Related degrees may include: Agriculture or Geophysical Siences, Agronomy, Geography, Geospatial information Systems. 

or

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

A combination of education and experience as described above.

Specialized Experience:
Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for the GS-13 level includes one (1) year of specialized experience comparable to GS-12 or its non-Federal equivalent which is directly related to the work of the position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing informatics expertise in the management of spatially referenced agroecological data; enhancing the curation, preservation, and access of such datasets; and providing expertise in managing open source geospatial data repositories and metadata catalogs.
