Summary

This position is located in the Office of Standards, Regulations and Variances (OSRV). The incumbent is responsible for coordinating and managing responses to FOIA request within the agency's decentralized FOIA program; serves as a liaison between program areas and requestors to facilitate the timely processing of FOIA request; assembles and reviews proposed FOIA release packages keeping abreast of recent developments in the field of disclosure, including recent court and department decisions.

Duties

Help

  1. Researches, analyzes, and evaluates FOIA requests
  2. Assembles and reviews proposed FOIA release packages keeping abreast of recent developments in the field of disclosure, including recent court and department decisions, current legislative resolutions or problems encountered within the FOIA program
  3. Reviews and analyzes appeals from denials of access to records requested under FOIA and recommends final agency decision on release/non-release of information.
  4. Serves as a liaison to external customers and recipients to clarify and resolve issues; or developing agency policy and procedures with regard to the administration of FOIA.
  5. Evaluates confidential personal records that, if released, would constitute an unwarranted invasion of personal privacy.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level,09, in the Federal Service. Education can be substituted for specialized experience if applicable. The ideal candidate must have experience interpreting and applying statutory requirements, rules, regulations, public laws, and guidelines governing Freedom of Information Act and Privacy Act programs. Researching, analyzing, and reviewing proposed FOIA release packages; communicating and coordinating with FOIA requesters and resolving any complex issues that may arise; performing FOIA requests tracking and preparing status reports to provide timely and accurate responses to requests; and applying appropriate exemptions prior to public release; oral and written communication skills in order to explain privacy/FOIA requirements and procedures to management and staff.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
