Duties

Help

Duties are performed at grade level for which selected.  Selectees will participate in various aspects of long-term biological studies.

For New Mexico positions:

- Conducts presence/absence surveys and nest monitoring for the Southwestern willow flycatcher and yellow-billed cuckoo within the Rio Grande Basin of New Mexico.

- Performs other project specific duties as needed, including vegetation surveys and radio telemetry.

- Assists Reclamation staff in the collection of baseline data and monitoring to ensure compliance with environmental statutes.

- Are assigned to crews supervised by Reclamation personnel.

- May assume some additional responsibility as a crew leader, making minor project related decisions in the absence of the Supervisor.

For Montana positions:

- Conducts radio telemetry and netting surveys via boat for native fishes of the Lower Yellowstone River, MT.

- May assume some additional responsibility as a crew leader, making minor project related decisions in the absence of the Supervisor.

Training will be provided cooperatively by Reclamation and the US Fish and Wildlife service. Individuals operating government owned vehicles will be required to take a defensive driving course. Individuals operating government owned boats will be required to take a Motorboat Operator Certification Course.  Both will be provided upon start of duty.

A valid driver's license is required and will need to be submitted by the date of selection.

Qualifications

If qualifying based on experience: Qualifying experience must have been related to the work of the position for which application is made.

GS-03: applicants must have 6 months of general experience as described below.

GS-04: applicants must have 6 months of specialized experience and 6 months of general experience as described below.

GS-05: applicants must meet 1 year of specialized experience as described below.

DEFINITION OF GENERAL EXPERIENCE: To meet general experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows: General Experience:

(l) Any type of work that demonstrates the applicant's ability to perform the work of the position, or

(2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation.

DEFINITION OF SPECIALIZED EXPERIENCE: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-04: Specialized Experience includes experience performing biological science tasks common to fish and wildlife resource management; supporting senior staff; collecting and organizing field data; recording data to include quality control; providing preliminary assessment and classification of the information; evaluating observed conditions and problems; and making preliminary determinations in the case of problems noted.

GS-05: One year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in the Federal Government. Specialized Experience includes experience performing biological science tasks common to fish and wildlife resource management; supporting senior staff; collecting and organizing field data; recording data to include quality control; providing preliminary assessment and classification of the information; evaluating observed conditions and problems; and making preliminary determinations in the case of problems noted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AND/OR 

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows:

For GS-03: Successful completion of l year of study that included at least 6 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics.

For GS-4: Successful completion of 2 years of study that included at least 12 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must be directly related to the position to be filled.

For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as those shown above for GS-3. At least 6 semester hours of courses must have been directly related to the position to be filled.

If qualifying on education, course work to meet the above requirements must be completed by May 12, 2019 with documentation of completion provided to the selecting official.  If using current enrolled education to qualify, proof of Spring 2018 enrollment is required to be submitted with your application.

Selected aids and technicians will be required to complete both Southwestern Willow Flycatcher and Yellow-billed Cuckoo Survey Protocol Training in New Mexico prior to conducting surveys. Training will be provided cooperatively by Reclamation and the US Fish and Wildlife Service. Individuals operating government owned vehicles will be required to take a defensive driving course.

Education

This announcement allows substituting education for experience. You must submit a copy of your college transcript (unofficial copy is acceptable) to support your education if you are substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission, if substituting, will result in you being rated not qualified for the position.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. 3. Ability to conduct and carry out biological technician tasks in remote locations which require considerable physical effort, including exposure to extreme temperatures and work within large bodies of water.

4. Ability to communicate effectively with crew leaders and other crew members.
