DBMU
devlops, operates, and maintains software that is used to manage USDA-ARS genetic resource collections curated at more than 20 locations around the U.S. This software is called the Germplasm Resources Information Network (GRIN) and is a globally important resource for agricultural research and development. The incumbent is part of a team responsible for the ongoing development and enhancement of a new generation of GRIN (called GRIN-Global) that is being used by the U.S. and many international partners.  For more information about GRIN-Global, visit:

Major Duties may include, but are not limited to:

Develops and administers data standards, vocabulary, and schema for a complex information management system comprised of more than 150 tables containing primary data (e.g. integers, characters, text, images, etc.) used to document thousands of different agriculturally important plant genera.

Uses SQL to fulfill complex recurring and ad hoc reporting requirements.

Participates in ongoing development of the next generations of the Germplasm Resources Information Network using the .NET framework, C# and Microsoft Visual Studio.

Provides programming support to application software team.

Develops and implements data models for an enterprise level system that documents agricultural genetic resources with an emphasis on using cross-platform data sharing opportunities with web services (e.g. SOAP, JSON, REST).

Participates in other activities that may arise as a member of the development team including in-house support efforts, ad-hoc reporting, short-term development efforts, assistance on other on-going projects, and providing expertise on future planning and directions.

Basic Requirement

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Specialized Experience:  Specialized experience is experience directly related to the position to be filled.  Specialized experience must be described for each grade level advertised.  The specialized experience requirements for this position are:

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with data management including database architecture; providing programming support for application software; and devising solutions for information management system design and implementation problems.

At the GS-14:

Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience in data management including database architecture; providing programming support for application software; devising solutions for information management system design and implementation problems; and developing data management tools to support the collections and documentation of genetic resources.
