Duties

Help

Major Duties may include, but are not limited to:

  • Providing management advisory services and formulating and implementing administrative management policies, procedures, operations, goals, and objectives.
  • Identifying possible problems or anticipated changes in methods or requirements and developing a set of alternative courses; advising management officials of the potential consequences of each proposed solution and providing recommendations to assist in making decisions.
  • Works closely with NAL management officials to ensure business needs of the customer are achieved; integrating management needs with the general business processes of the Library
  • Evaluating and modifying existing methods, procedures, policies, and reporting requirements
  • Developing contacts and networks to coordinate business activities
  • Serving as the primary contact for administrative matters and business functions, including:
    • Budget, Finance, and Accounting
    • Human Resources
    • Agreements
    • Purchasing and Property Management
    • Safety
    • Facilities and Real Property Asset Management

•  Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may require a Confidential, Secret, or Top Secret security clearance or be subject to a Public Trust background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the clearance or background investigation at the time of appointment and on reinvestigations is a condition of employment.
•  This position may require occasional travel.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified below.

SPECIALIZED EXPERIENCE:

GS-11
At least one year of specialized experience equivalent to the GS-09 grade level in federal service that demonstrates the following: 1) Providing advisory services in a variety of administrative management areas, such as budget, finance, contracting/procurement, facilities, occupational safety, human resources management, and/or extramural agreements;  2) Supporting the planning and execution of a program’s annual budget, such as ARS’ Annual Resource Management Plan (ARMP); and 3) Recommending accountability controls and/or operational procedures for financial systems

OR

EDUCATION:

Ph.D. or equivalent doctoral degree;

OR

3 full years of progressively higher level graduate education leading to such a degree;

OR

LL.M., if related.

OR

A combination of education and experience.

SPECIALIZED EXPERIENCE:

GS-12
At least one year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates the following: 1) Providing advisory services in at least 5 of the following administrative management areas: budget, finance, contracting/procurement, facilities, occupational safety, human resources management, and extramural agreements;  2) Managing and leading the planning and execution of an Annual Resource Management Plan (ARMP); 3) Recommending and carrying out accountability controls and operational procedures for USDA financial systems, such as Financial Management Modernization Initiative (FMMI) and ?CRIS Allocation Tracking System (CATS); and 4) Coordinating the work of internal and external stakeholders


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
