This position is located in the Agricultural Research Service, Administrative and Financial Management (AFM), Information Technology Services Division (ITSD) in Washington, DC.
As Deputy Assistant Chief Information Officer for the National Institute of Food and Agriculture, (NIFA), you will be responsible to serve as the principal advisor in evaluating, planning, directing and coordinating all IT activities related to the mission and function of NIFA.
Summary
This position is located in the Agricultural Research Service, Administrative and Financial Management (AFM), Information Technology Services Division (ITSD) in Washington, DC.
As Deputy Assistant Chief Information Officer for the National Institute of Food and Agriculture, (NIFA), you will be responsible to serve as the principal advisor in evaluating, planning, directing and coordinating all IT activities related to the mission and function of NIFA.
Providing technical and administrative management and supervision to a staff of about 30 employees.
Leading a coordinated effort to design and promote an IT strategic plan that integrates IT into future for NIFA Institute programs and operations.
Serving on committees to assess various management policies and technical issues in order to prepare recommendations to meet identified needs and execute final decisions.
Assuring broad participation in NIFA programs by providing ready access and technical assistance to all types of individuals or groups using NIFA IT, which may include NIFA partners and customers outside the Federal Government.
Providing representation of NIFA and/or USDA as the contact focal point for on-going information systems and databases to various national and international organizations.
Supporting the IT investment process through analytical review of proposed, selected and on-going NIFA projects that use information technology.
Providing oversight and assistance to ensure that information systems and data are properly managed.
Overseeing and executing contracts in support of NIFA initiatives, ensuring compliance and government regulations, statutes, and NIFA practices.
Reviewing and approval of acquisitions and/or procurements of IT components.
Managing the implementation of FITARA by implementing REE and USDA IT management controls which meet FITARA requirements.
Managing allocated resources to estimate NIFA's future needs for IT acquisitions and services.
Leading Capital Planning and Investment Control process to maximize program benefits to include managing the risks of multi-million-dollar projects involving IT.
Using concepts, practices and techniques to engage, influence, and monitor relationships with various individuals and groups.

• Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Qualifications
Time-in-grade restrictions apply for all candidates considered under merit promotion procedures and must be met by 11:59 pm Eastern Time on the closing date of this vacancy announcement.
Time in grade - Individuals who within the previous 52 weeks held a GS position under nontemporary appointment in the competitive or excepted service in the executive branch must have completed a minimum of 52 weeks in positions no more than one grade lower (or equivalent) than the position to be filled (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level).

Specialized Experience: Qualifying experience for the GS-15 includes one year of specialized experience comparable to the GS-14 level in the Federal Government which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing oversight and technical leadership to information technology functions; supervising information resources strategy and planning; managing assets, software licensing and distribution; performing financial management; and leading information technology support and conflict management with customers.
Supervisory/Managerial Competencies - the following KSAs will also be used to evaluate candidates in the interview and selection process:
