Duties

Help

Major duties include, but are not limited to;

  • Assigning work, setting the pace of work, providing technical guidance, and furnishing oral and written work assignments.
  • Performing routine and non-routine maintenance on utility plant systems to include boiler plant operations, waste treatment operations, HVAC.
  • Helping train lower-level employees in all phases of operation and repair.
  • Observing safety precautions and regulations.
  • Controlling emission of pollutants based on environmental laws.
  • Assisting with testing and analyzing water using standard chemical tests.
  • Determines necessary treatment and chemicals to be used.
  • Using tools, instruments, meters, and gauges related to the maintenance and repair of electrical systems, plumbing equipment, boilers, chillers, or generators

This position requires the selectee to undergo a Special Agreement Check (SAC), Security Risk Assessment (SRA), and a full background investigation (Moderate Risk/Public Trust – Minimum Background Investigation (MBI)).  Any offer made is considered a tentative job offer pending the outcome of the SAC.  Retention in the position is contingent on a favorable full background investigation (MBI).  The incumbent will be subject to periodic reinvestigations.

Physical Efforts:
Work requires close hand-eye coordination, active walking, prolonged periods of standing on concrete floors, climbing, bending, reaching, and working in cramped positions or crowded areas. May be required to lift equipment and materials weighing up to 75 pounds. Physical Examination is required. Respirator Fit Test is required.

Working Conditions: Incumbent normally performs duties inside of heated buildings, but may be required for short periods of time to work on equipment in or on roofs of outlying buildings in inclement weather. Works in areas where equipment is in continual operation, where noise levels are abnormal and prevail. May be subject to infection, mechanical injury, gas, cuts, bruises, fumes, dirt and grease, possible exposure to contagious diseases, pathogens, and other environmental hazards within the laboratory or various spaces.

Qualifications will be determined under the Job Element Rating System X-118C, Qualifications Standard Handbook. While a specific length of time and experience is not required for most Wage Grade positions, you must show through experience and training that you possess the best qualified level of knowledge and skill necessary to perform the duties of this position. Qualification requirements emphasize the quality of experience, not necessarily the length. The responses to the questionnaire and your resume should be in significant detail to provide the person rating your application with a good understanding of your ability to do the job, technical knowledge, work, and training experience, etc. Ability to Lead (For example You must have the ability to perform the duties of a Utility Systems Repairer Operator, WL-4749-10, by demonstrating the ability to lead (Screen Out)). You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Managements (OPM) Delegated Examining Procedures using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.     • Knowledge of equipment assembly, installation, and repair

    • Ability to use and maintain tools and equipment, including measuring instruments.
    • Ability to interpret instructions, specifications, etc. (including blueprint reading).
