Duties

Help

As a Technical Writer-Editor, you will:

  • Serve as a technical writer-editor, and be responsible for using industry-specific knowledge, along with new source material found during research and in interviews with subject-matter experts (SME), to develop and edit in-depth, technical documents and topical analytic articles tailored for a variety of audiences.
  • Develop and administer grammar and stylistic policies and standards for the U.S. Energy Information Administration (EIA)
  • Research, write, and edit content as needed for a variety of materials and audiences, including social media, handouts, brochures, briefings, reports, announcements, training, presentations, and the Inside EIA intranet.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: Experience developing, writing, editing, directing, managing, and coordinating highly technical comprehensive publications that influence critical decision making nationally; develop and implement grammatical and stylistic policies and standards; develop approaches in explaining new policies, interpreting and explaining the application of latest research findings. Prepares written information for members of Congress, Congressional staff, researchers, and other members of the public.

Your application and resume should demonstrate that you possess the following knowledge, skills, and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position.   1. Skill in reading and understanding technically nuanced information to present that information in a way that it is accessible to a wide range of audiences lacking technical knowledge with the original content of the information intact.  
  2. Knowledge of developing reports and articles in collaboration with subject matter experts. 
  3. Knowledge of grammatical and stylistic rules for written products, and familiarity with plain language principles. 
  4. Skill identifying the characteristics and needs of public and stakeholder audiences and determining the most effective language and communications strategies to use in reaching those audiences.
  5. Knowledge and ability to work with individuals at all levels of an organization from senior leadership to individuals at all levels of an organization from senior leadership to individual authors to ensure articles, reports, and other written materials use appropriate language that is policy neutral.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

Education

Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

OR

Specialized Experience (for positions above GS-5): Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

You will be evaluated for this job based on how well you meet the qualifications above.

The Department of Energy uses an application tracking system to evaluate the responses you provide in the applicant assessment questionnaire to determine if you meet the minimum qualifications necessary for this position.
