Duties

Help

The Loan Technician has responsibility for assisting with loan/grant-making and loan/grant servicing for programs administered by the agency to include single-family housing, multi-family housing, rural facilities, rural utilities and/or rural business and cooperative programs.

  • Responds to inquiries of a technical nature from Rural Development (RD) field offices, lenders, attorneys, congressional staff, and others concerning programs with regard to eligibility and other requirements for loans, grants and loan guarantees.
  • Reviews and analyzes various loan/grant-making and related documents, for the purpose of processing and servicing.
  • Explains programs to customers and responds to technical inquiries from internal or external customers.
  • Reviews various loan-making, loan-servicing, and related documents, forms and materials submitted for completeness, accuracy of information, and conformity to established procedures and requirements.
  • Develops and runs reports and prepares spreadsheets to track items such as funds allocations, funds usage, delinquencies, unliquidated obligations, rental assistance tenant vouches, etc.
  • Prepares and reviews closing related documents to ensure adequacy, completeness, accuracy of information, and to ensure conditions are met in advance of closing or issuance of RD Guarantees.
  • Performs routine clerical functions such as phone coverage, mail, monitoring supplies timekeeping duties.

•  To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate’s Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory.  This position requires a favorable credit check as part of the background investigation.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

For GS-06 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-05; or its non-Federal equivalent that demonstrates: working with legal instruments and documents, such as mortgages, deeds, titles, liens, promissory notes, and contractual obligations; processing mortgage loan payments, debt collection, or other similar work.  There is no substitution of education for experience at the GS-06 level.

For GS-07 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-06; or its non-Federal equivalent that demonstrates: answering technical inquiries from various entities such as lenders, investors, businesses, attorneys, accountants, Real Estate agents, etc. Other types of qualifying experience may include review of mortgage documents ensuring compliance with loan agreements and legal descriptions, or other types of complex mortgage loan making or servicing experience. There is no substitution of education for experience at the GS-07 level.

•  BACKGROUND INVESTIGATION AND FINGERPRINT CHECK:  Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Managements (OPM) Delegated Examining Procedures using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
