The mission of the Office of the Chief Information Officer (OCIO) is to establish and provide assistance and guidance on the use of technology-supported business process reengineering; investment analysis; performance measurement; strategic development and application of information systems and infrastructure; policies to provide improved management of information resources and technology; and better, more efficient service to our clients and employees.

ABOUT THE POSITION

This position is located in the Office of the Assistant Secretary for Administration (ASA). The incumbent leads the Office of the Chief Information Officer (OCIO). OCIO works to develop cost effective, secure, innovative, and timely IT solutions and services to address the breadth of pressing human services and health care challenges across HHS program users and stakeholders.

The Chief Information Officer's role is to provide vision and leadership for developing, implementing, and modernizing information technology initiatives. The responsibilities of the HHS Chief Information Officer (CIO)/Deputy Assistant Secretary for Information Technology, as the Department's Senior Official for Information Technology, are to advise the Secretary, Deputy Secretary, and Assistant Secretary for Administration (ASA) on information technology and information management matters.

The CIO directs the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness, service quality, and business development in support and furtherance of the Department's mission. The incumbent exercises prime leadership in Department-wide strategic planning to improve the multibillion dollar investment in and effective use of information technology and information resources throughout the Department, in conjunction with Operating Division (OPDIV) CIOs, adhering to the Federal IT Acquisition Reform Act (FITARA) of 2014. Further, the incumbent provides leadership and oversight of the Department's Information Security activities and develops, implements and evaluates the implementation of the Department's IT policies.

The incumbent also serves as the Department's Senior Privacy Official, Senior Accessibility Officer, and Agency Designated Authority. In discharging all of these responsibilities, the incumbent:

  • Identifies key issues surrounding the collection, use and dissemination of information by organizations throughout the Department, and the key issues surrounding the acquisition and use of information technology by all components of the Department. These issues have many factors: political, legal, regulatory, economic, financial, technological, administrative, and social.
  • Conducts annual investment planning, and is responsible for implementation of the Department's Enterprise Information Technology 5 Year Strategic Plan.
  • Serves as the Department's representative to the Federal CIO Council and interacts with senior officials in the Office of Management and Budget, with other members of Presidential Councils, Commissions, and advisory groups, and with Congressional staff to help shape National policy relating to the management and use of information and information processing resources, and the protection of data through cybersecurity solutions. Also serves as the HHS CIO Council chair, co-chairs each of the three IT Steering Committees (Administrative and Management, Scientific Research, and Health and Human Services), and serves on other governance bodies (such as the Financial Governance Board).
  • Leads the formulation of the Department's IT goals, strategies, objectives, defining performance measures/ benchmarks, and monitoring performance. To fulfill these duties, the incumbent establishes agency-level program success criteria, oversees investment processes, reports on the status of IT investments, and reports on agency effectiveness and efficiency of IT resource use.
  • Provides leadership and oversight of the planning, coordination and development of the Department's IT security program, utilizing knowledge of Threats and Vulnerabilities, Privacy implications, Medical Device threats, Counter Terrorism intrusions, and protect of key IP. This responsibility includes contingency planning for Disaster recovery from the full range of IT security threats (natural and manmade). The incumbent works with security and intelligence agencies, at the federal, state, and local government levels.

Qualifications

This position is in the Senior Executive Service (SES), an elite group of senior government leaders who possess a diverse portfolio of experience and expertise required to lead across organizations. As an SES member, you will influence the direction of innovation and transformation of the Federal Government and lead the next generation of public servants.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Professional/Technical Qualifications (PTQs):

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Ability to conceptualize the future state of information technology and cybersecurity and how emerging technologies potentially can benefit both business and core mission functions in a large and complex enterprise.

2. Senior-level expertise in providing innovative leadership and strategic vision in developing, directing, and implementing large-scale IT services, infrastructure, cybersecurity, and support organizations, providing a high level of security and availability, and serving clients spanning multiple organizations, business units and/or locations.

3. Expertise in assessment and alignment of IT strategies, technologies, and services with current and emerging customer, collaborator, and stakeholder expectations and requirements.

4. Expert ability to communicate effectively with executives representing other disciplines to infer IT requirements and expectations and to convey IT vision, strategies, directions, and technologies to meet requirements and expectations.

5. Expertise in financial/budget and contracting issues related to purchasing and/or costing IT services, equipment, and infrastructure to support large complex IT organizations. This may include portfolio management to prioritize limited resources, fee-for-service models for cost recovery, use of Government-wide acquisition contracts (GWAC), revolving capital accounts, etc.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Education

A degree in computer science, engineering, information science, technology management, business or degree that provided a minimum of 24 semester hours in one or more of the fields identified above, OR equivalent IT experience. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period

Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

Standards of Conduct/Financial Disclosure

HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
