You will serve as a member of project teams that have an ultimate goal of helping the Coast Guard improve its effectiveness and efficiency through the introduction of innovative technologies, tools, methods, and concepts of operations.


Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Participating in comprehensive research studies for substantive program initiatives. Working with higher graded specialist to carry out all phases of an identifiable area of research and based on the results of research activities, develops new concepts, techniques, materials, or products and reports on the results;
  • Serving as a consultant to project managers, engineers, and technicians in areas such as maritime or vessel technology, waterways operations, communications, sensor, cyber, or aviation systems;
  • Compiling, organizing, and analyzing data/information to find solutions to problems requiring the use of a broad range of established scientific/engineering methods and techniques;
  • Providing authoritative technical advice in own area of scientific expertise and of other researchers outside the organization who are working on similar projects;
  • Guiding and evaluating research efforts (including contracted support) and assessing technical progress in relation to the established schedule and resources allotted in consultation with higher graded specialist;
  • Keeping abreast of emerging technologies and professional development to remain current in the field and for application to work assignments; and
  • Translating and communicating complex scientific and engineering concepts for varied audiences

This is an interdisciplinary position to be filled and classified to the series represented by a candidate that meets the qualifications and may be filled as any of the following: General Research Engineer, GS-0801-7/9; Operations Research Analyst, GS-1515-7/9; or Research Physical Scientist, GS-1301-7/9.

Qualifications:

Basic Requirements Qualifications for General Research Engineer, GS-0801

All grade levels

  1. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test- Evidence of having successfully passed the Engineer-in- Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. 4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Basic Requirements Qualifications for Research Physical Scientist, GS-1301:

All grade levels

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience--education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Requirements Qualifications for Operations Research Analyst, GS-1515:

All grade levels

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Additional Requirements for ALL Job Series:

In addition to meeting the basic requirements for either series the applicant must demonstrate Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization for at least one year.

For GS-7: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level. Examples of specialized experience are: Work as a trainee performing basic duties in professional engineering, operations research, or physical science that required the application of academic theories and basic physical science, operation research, or engineering principles to a variety of work situations. Assisting in a broad range of research efforts; such as collecting, monitoring, compiling, & analyzing research data in fields such as professional engineering, operations research, or physical science.

OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp ).

OR one full year of graduate level education (coursework directly related to position being filled);

OR an appropriate combination of graduate level education and specialized experience.

OR (for General Engineer only) successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering

For GS-9: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level. Examples of specialized experience that may qualify for the GS-7 grade level for both job series are: Work as an advanced trainee in physical science or engineering on projects to measure and assess the effectiveness of innovative technology systems. Experience doing Professional research in physical science, operation research, or engineering fields on innovative technology and development projects.

OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (coursework directly related to the position being filled);

OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
