Duties

Help

Financial Statement Supervisory Auditors possess a high degree of professional knowledge and expertise in accounting and auditing, and are considered the OIG's authorities and expert in those areas. As a Financial Statement Supervisory Auditor, the individual is responsible for serving as a project manager in charge of supervising multiple federal financial statement audits and attestations, and ensuring the quality and integrity of all related products. Specific responsibilities include:

· Managing all aspects of multiple engagements including the planning, internal control, testing, and reporting phases of federal financial statement audits, attestations, and audit follow-up.
· Providing effective supervision of multiple teams of auditors who perform audits, attestations, and oversight of engagement teams from contracted independent public accounting firms including: (1) proactively identifying and resolving problems impacting the audit or attestation; (2) establishing priorities and adjusting schedules to accommodate changes in requirements, resources, or priorities;(3) establishing and meeting appropriate milestones to accomplish audits; and (4) monitoring and enhancing processes and procedures to address evolving requirements, efficiencies, changes, and/or constraints.
· Leading by example through initiative, creativity, and flexibility in conducting work; and through anticipating and dealing effectively with obstacles.
· Developing highly productive relationships with internal and external parties, fostering teamwork, collaboration, and coordination to accomplish goals and effectively utilize engagement resources.
· Participating in the development of Audit Division's strategic plan and providing guidance on the Audit Division's strategic direction to the teams.
· Analyzing results of federal financial statement audits and attestation engagements to identify patterns and trends, and making recommendations for changes in agency policy and procedures to ensure program integrity.
· Managing and developing employees, including providing timely appraisals, identifying training needs, assigning appropriate workloads, reviewing completed work and providing feedback on quality and timeliness; recognizing and awarding excellence, and addressing conduct and performance issues.

Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Qualifications

Selective Placement Factor:
Applicant must possess experience in conducting or overseeing audits of Chief Financial Officers (CFO) Act or Accountability of Tax Dollars Act financial statements; or possess experience in preparing CFO Act or Accountability of Tax Dollars Act financial statements. Applicant must have advanced knowledge of federal generally accepted accounting principles as promulgated by the Federal Accounting Standards Advisory Board and generally accepted government auditing standards as promulgated by the Government Accountability Office used in conducting financial statement audits, required by the Chief Financial Officers Act of 1990 and amended by the Government Management Reform Act of 1994.

In order to qualify for the Auditor series, applicants must possess:

A. Degree: accounting, or a degree in a related field, such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credits in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  3. Completion of the requirements for a degree that included substantial coursework in accounting or auditing, e.g., 15 semester hours, but that does not satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
GS-14: You must have at least one year of specialized experience at, or equivalent to, the GS-13 Federal grade level which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must include planning, coordinating, and conducting or overseeing comprehensive engagements of major scope and complexity.


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify at the various grade levels. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
