Duties

Help

This position is with the Alaska Region, State and Private Forestry staff. The incumbent performs aerial forest insect and disease (FID) detection surveys, manipulates geographic information system (GIS) map bases, and edits, maintains, and assists with the reporting of aerial survey GIS data.

 

Works closely with the staff responsible for the forest health aerial sketch-map survey program.  Largely responsible for planning, coordinating and conducting the annual aerial FID detection survey for a large geographic area encompassing most forested areas within the State and elsewhere as needed. Work includes activities such as contracting for aircraft, developing cooperative agreements with State agencies, coordinating with federal and State land managers to determine areas to be surveyed, selecting and applying appropriate survey methods and maps, identifying and mapping insect and disease occurrences from aircraft, and directing follow-up ground surveys as needed.

 

Coordinates with Aerial Survey Program Manager, GIS coordinator and other survey participants to ensure accurate computation of survey data and maps; production of tabular data, and summary output for accuracy within specified timelines.  Facilitates preparation of data obtained through the aerial detection sketch-map surveys for incorporation into Regional and National databases.

 

Participates in forest insect and disease field surveys as needed to evaluate insect and disease impacts.  Operates independently using a study plan prepared by the incumbent or by staff entomologist or pathologist.  Activities vary widely due to the wide variety of insects and diseases sampled.  Summarizes data obtained from field surveys and applies appropriate statistical tests to determine significance and variability of data.  Reports results to various users in various written and graphic formats.  Handles logistical problems associated with sampling widespread areas with few people.

Must be 18 years of age.

You may be required to serve a one year probationary period.

Salary will be adjusted to include a Cost of Living Allowance (COLA).   A gradually reducing COLA will continue to be paid after December 31, 2012.  See the OPM website at: http://www.opm.gov/oca/cola/index.asp for additional information.

Qualifications

You must meet the basic requirement, plus additional experience and/or education shown below.

Basic Requirement

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to the basic requirement described above, you must possess one of the following:

One year of specialized experience equivalent to the GS-09 level.  Examples of specialized experience are: directing aerial detection surveys over Federal, State, and private lands to map the identity, location, and severity of forest insects and diseases; compiling and inputting data summaries into state or national reporting databases; developing an Aviation Safety Plan; developing digital data collection projects using Geolink Software.

OR

3 years of progressively responsible graduate level education, Ph.D or equivalent degree with  a forest insect and/or disease program of study.

OR

The successful combination of experience and education (graduate level education above the first 36 semester hours) that together meets the qualification requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Part-Time or Unpaid Experience: Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Service must be in the competitive service and have been at a successful level of performance or better.   Part-time and intermittent service will be credited only for time actually worked.  Non-pay status (such as LWOP) is credited for up to six months in a calendar year; anything beyond six months is not credited.  Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.
