  • · Recommend objectives and operations for new and existing programs between VA and Dod, SSA, IRS and other federal Agencies
  • · Plan and develop program strategies and activities to enhance VBA Compensation Service delivery.
  • · Liaison with field personnel, and Central Office officials on interagency related activities.
  • Prepares specific program responses, white papers, background briefings and presentations to assist in formulation of decisions.
  • · Identify potential problem areas, trends, significant program accomplishments, deficiency situations areas of imbalance and similar factors involving program activities.
  • · Supervise staff in the review and preparation of correspondence, presentations, and communications to ensure conformance to established regulations, policy and format.
  • · Perform and supervise project management and task analysis.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the Gs-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated experience applying current and/or recent laws and regulations governing the compensation/pension/ education benefit programs to include: the administration of the types of benefits and services delivered, the scope of benefit coverage provided, and the benefit eligibility requirements specified; employ technical expertise in the development of policies and procedures derived from existing regulatory requirements of the benefit claims/application adjudication and allotment program processes; preparation of advisory opinions, to address and resolve complex issues relating to proposed legislation, executive orders, laws, regulations, and public opinion; perform continuous improvement studies related to proposed/existing initiatives, short or long-term goals, and program progress; oversight of program team members: that entails, interviewing, selecting, reassigning and promoting staff, directing, coordinating, monitoring and evaluating work accomplished.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, Veteran files and similar items. No special physical demands are required.

This position has a position-sensitivity level of Public Trust-Low Risk. Selections made under this announcement are conditioned upon favorable adjudication of a National Agency Check with written Inquiries (NACI) per VA Handbook 0710. An investigation will be conducted after the effective date of the selection. An individual currently holding the appropriate clearance does not require additional investigation. An individual receiving unfavorable adjudication is ineligible to remain in this position.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal/VA competitive service employees with selection priority over other candidates for competitive service vacancies.   2. Expert knowledge of policy formulation and analysis related to VBA programs, laws and guidelines.
  3. Skill and ability to evaluate current programs and make recommendations in order to improve processes within the VA, and the VBA.
  4. Working knowledge of VBA management and organizational structures, systems, principles, and techniques in order to conduct analysis related to nationwide automated information processing system design, as well as to improve VBA business operations.
  5. Skill in developing and preparing briefing materials in order to present to various individuals or groups including, external audiences, Senior Executives, Field Offices, and other VA employees at all levels.
  6. Ability to interact and negotiate effectively with Senior Executive Service members and other Agency management personnel and contractors in order to gain acceptance and implement recommendations that may impact Agency programs, operations, or resources
