Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Processes and executes FFB transactions including, but not limited to, disbursements, repayments, and pricing calculations and prepayments, in conjunction with the accounting and information technology teams at the FFB.

  • Maintains and analyzes policies on the FFB’s complex borrowing and lending activities, developing and making recommendations on procedures/processes to ensure alignment with FFB policies on loan programs.

  • Serves as a technical expert on FFB customer loan agreements and provides in-depth review of transactional and legal documents related to loans in order to provide recommendations and original analysis to senior management.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Assisting a team analyzing the credit, structure, and terms and conditions of commercial loan proposals to assist with review of regarding credit and risk related issues of potential transactions. Examples of such experience could include:

Experience assisting with the planning and conducting financial research and analysis used by senior management to help review potential loan agreements and transactions; OR
Assisting with the development and issuing of detailed official instructions and policies to execute and support large, financial transactions; OR
Assisting with pricing calculations and credit analysis to support processing large and complex structure finance transactions or commercial loans.

OR a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.

OR You may qualify based on the equivalent combination of education and experience.

If you are using education to qualify for this position it must meet the following requirements:

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Assisting with the analysis of credit, structure, and terms and conditions of large commercial loan proposals in order to provide recommendations to senior management regarding credit and risk related issues of potential transactions. Examples of such experience could include:


Experience planning and conducting financial research and analysis used by senior management to help review potential loan agreements and transactions; OR
Developing and issuing detailed official instructions and policies to execute and support large, financial transactions; OR
Performing pricing calculations and credit analysis to support processing large and complex structure finance transactions or commercial loans.
 

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Analyzing the credit, structure, and terms and conditions of large commercial loan proposals in order to provide recommendations to senior management regarding credit and risk related issues of potential transactions. . Examples of such experience could include:

Negotiating terms and conditions related to federal or private sector commercial loan agreements and providing in-depth review of transactional and legal documents related to these loans in order to provide original analysis to senior management; OR

Processing large structured finance transactions or commercial loans with borrowers, including processing disbursements, repayments, pricing calculations and prepayments; OR

Performing portfolio-level analysis of large commercial loans, including contractual analysis, risk analysis, and credit analysis.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-11, you must have been at the GS-09 level for 52 weeks.

For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- File a Employment and Financial Interests Report within 30 days of appointment and annually from then on.
