Summary

The position is located in the Office of Information and Technology (OIT). The incumbent serves as the Executive Director (ED) for Information Technology Program Integration (ITPI) and Chief of Staff (CoS) and reports to the Assistant Secretary for Information and Technology (AS/IT) and Chief Information Officer (CIO) in OIT. This is a position of trust and serves as a senior advisor to AS/IT and the Principal Deputy Assistant Secretary (PDAS).

Duties

Help

  • Represents the AS/IT in a wide range of IT matters, including consideration or implementation of policies, practices, cybersecurity, or other operational and management activities.
  • Facilitates technical advisory services, communication, coordination and planning with offices subordinate to the AS/IT and coordinates such with Deputy Assistant Secretaries, Deputy CIOs, and other appropriate officials.
  • Coordinates office activities with top management of the Department, and other elements including other agencies in the executive branch. Represents OIT to customers, partners, and key stakeholders to help advance and advocate technological developments; foster innovation, productivity and performance; and participate in information technology executive councils and governance activities. As a senior IT technical advisor, is authorized to speak for and commit the Assistant Secretary to courses of action within established policy.
  • Advises the AS/IT on matters pertaining to the general efficiency of the organization and recommends necessary adjustments to improve the organization's ability to meet objectives and goals. Participates in and provides expert technical advice on all phases, short, mid, and long-range planning of organization and management matters, including organizational redesign and impacts associated with legislative and regulatory changes and management requirements. Provides technical guidance on program objectives, development strategies, and strategic direction. Continuously evaluates operations to ensure organizational objectives and goals are met. Develops, recommends and implements efficient general management and administrative practices for the AS/IT to ensure smooth operation of the VA's $4B annual IT infrastructure and services.
  • Develops guidance and processes for internal and external integration across all OIT functions and among the VA Administrations, DoD, and other external partners. Provides subject matter expertise to the planning teams, coordination groups, and task forces to ensure integration is normalized and consistent across OIT. Oversees the OIT enterprise­ wide integration program to ensure that projects and initiatives under the development, operations and maintenance, and security communities are aligned.

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1. Experience in managing and directing the integration and coordination of large IT programs that impacts enterprise-wide technological solutions in the areas of cybersecurity, technology innovation, strategic planning, and operations support.

TQ2. Experience analyzing, evaluating, developing, deploying and managing large IT programs that enhance mission performance and sustainability.
