This position requires the selectee to undergo a pre-employment check and a full background investigation. Any offer made is considered a tentative job offer pending the outcome of the pre-employment check. Retention in the position is based upon a favorable adjudication of the background investigation. The incumbent will be subject to periodic reinvestigations.

Major Duties:

The incumbent is a Supervisory Research Plant Physiologist/Ecologist/Geneticist and Research Leader at the Forage and Range Research Laboratory (FRRL) in Logan, UT.  The mission of the Research Unit is to provide an array of improved plant materials and management alternatives for sustainable stewardship of arid and semiarid rangelands and pastures.  The strategy is to develop improved plant materials and management practices through basic and applied research in plant genetics, molecular biology, plant ecology and physiology. Research approaches encompass both domestic and foreign plant collections, the use of conventional and molecular genetic techniques for plant breeding and selection, modern methods of plant physiology and biochemistry, combined with the use of ecological and landscape principles. 

The incumbent is responsible for leading the FRRL to broaden the biodiversity of forage germplasm and provide an array of improved plant materials for upgrading both semiarid and irrigated private and public lands in the western United States.  In this capacity, the Research Leader is responsible for maintaining and enhancing the creativity and productivity of the unit; hiring personnel and managing the human, fiscal, and physical resources assigned to the unit; serving as the unit fund holder; providing technical information and consultation, both internal and external to ARS; and ensuring the proper interpretation and reporting of scientific research results and information.  Additionally, incumbent is responsible for planning, conducting, and reporting research in scientific and customer meetings, and establishing domestic and international cooperative research linkages.   Research supports National Program 215 – Grass, Forage, and Rangeland Agrosystems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by 11:59 pm Eastern Time on the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

Your education and experience will be evaluated against all qualification requirements (basic and any additional requirements) listed below.

Graduate education must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to do the work.

Basic Requirements:

Plant Physiology Series (0435): Degree:  
botany or plant physiology; or a related scientific discipline that included at least 10 semester hours in plant physiology.

Ecology Series (0408): Degree:
biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Genetics Series (0440): Degree:
genetics; or one of the basic biological sciences that included at least 9 semester hours in genetics. 

Graduate Education:
Genetics, or a curriculum or pattern of training that placed major emphasis on genetics. Graduate study in related fields such as agronomy, horticulture, animal, dairy, or poultry husbandry, entomology, microbiology, plant pathology, chemistry, molecular and cellular biology, and physiology that involved cross-training in genetics is qualifying, provided it placed sufficient emphasis on genetics

Additional Requirements: 

GS-14: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-14 level of this position are:

1.  Experience planning and conducting research and producing peer reviewed publications on the improvement of forage and range plant materials suitable for public and private land; 

2.  Managing research budget including grants and other soft funds as well as appropriated funds;

3.  Managing human, physical, and fiscal resources to achieve the research mission, as well as managing individual and team research projects to address research goals and priorities; and

4.  Effectively communicating with government officials, internal and external scientific colleagues, scientific organizations, and industry stakeholders.

GS-15: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service.  Specialized experience is experience directly related to the position to be filled.  The specialized experience requirements for the GS-15 level of this position are: 

1.  Experience leading and conducting research and producing peer reviewed publications on the improvement of forage and range plant materials suitable for public and private land;

2.  Developing and managing research budget including grants and other soft funds as well as appropriated funds;

3.  Managing human, physical, and fiscal resources to achieve the research mission, as well as managing individual, Unit, and components of national scale research projects to address research goals and priorities; and

4.  Establishing cooperation and effective communication with government officials, internal and external scientific colleagues, scientific organizations, and industry stakeholders.
