Duties

Help
  • You will maintain a program of donor motivation and education to ensure vigorous support of the Department of Defense (DOD) Blood Program.
  • You will plan, initiate, and implement comprehensive public affairs campaigns to enhance blood donor recruitment efforts for the Blood Donor Center (BDC).
  • You will develop and maintain relationships with community service organizations, veterans groups, and military programs (i.e. MWR) to ensure maximum efforts are made to recruit blood donors.
  • You will arrange and conduct workshops, seminars, and other meetings to educate the military community (commanders, senior enlisted leaders, unit coordinators, and the donor population) to stimulate participation in blood donation.
  • You will coordinate efforts with Armed Services Blood Program Office (ASBPO) and command Public Affairs/Marketing Offices to organize media coverage of special events, emergency blood drives, and donor appreciation ceremonies.
  • You will plan and manage a donor incentive program that is designed to encourage continued donations and provide recognition for donors within the guidelines of each Service and military installations.
  • You will ensure the scheduling and coordination of blood drives are adequate to meet the collection requirements established and directed by the ASBP and BDC leadership.
  • You will work with subordinates to ensure military unit coordinators, civilian special interest groups and other scheduling personnel are contacted to set up blood drives, educate them on the donation process, and to assist in recruiting donors.
  • You will evaluate recruitment, collection and communication strategies, programs, and materials for effectiveness.
  • You will compile, prepare and present reports and data on recruitment efforts and donor turnout to BDC, Service Blood Programs, ASBP leadership, committees, or other appropriate groups.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector supporting public affairs functions or activities (e.g. media relations, platforms and inquiries, special events, community outreach and relations,
marketing campaigns, recruitment planning, or strategic communication planning and development) to promote awareness of an organization's mission, goals, or objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Education may be substituted for specialized experience as follows:

  • successfully completed a Ph.D. or equivalent doctoral degree; -OR-
  • successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. -OR-
  • successfully completed an LL.M. degree that is related to the position being filled; -OR-
  • a combination of experience and graduate education as described above that equates to one year of experience.
