Summary

The Pathways Program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work in agencies and explore Federal careers while still in school and while getting paid for the work performed. Students who successfully complete the program may be eligible for conversion to a permanent position in the civil service. This position starts at a salary of $33,780.00 (GS-4, Step 1) to $43,909.00 (GS-4, Step 10).

Duties

Help

You will be working for the Laboratories and Scientific Services Directorate team performing the below typical work duties:

  • Supporting the supervisor and/or higher-grade professionals in the performance of chemical and other tests as required on variety of trade and/ forensic products and in accordance with quality procedures;
  • Write Papers and technical reports on the test procedures and results;
  • Conduct preparations, handling, testing of laboratory samples, including minor modifications to procedures where necessary; and
  • Assist in the maintenance of scientific instrumentation and analytical laboratory equipment under the supervision of higher graded professionals.

Qualifications

You must be a student who has been accepted for enrollment or who is currently enrolled and seeking a degree, diploma or certificate in a qualifying educational institution on a full or half-time basis (half-time is defined by the educational institution in which the student is enrolled).

AND:

You qualify for the GS-4 if you posses one of the following:

  1. Completion of 2 full academic years of post-high school study; OR
  2. Completed requirements for an Associate's degree
One year of full time academic study is defined as 30 semester hours, 45 quarter hours and two years of full-time academic study is defined as 60 semester hours, 90 quarter hours, or the equivalent in a college or university.

TRANSCRIPTS ARE REQUIRED. FAILURE TO PROVIDE TRANSCRIPTS WILL RESULT IN LOSS OF CONSIDERATION.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 11/29/2018.

Residency: If you are not currently a CBP employee, you must meet one or more of the following primary residency criteria for at least three years prior to applying to this announcement:
  1. Resided in the United States or its protectorate or territories (excluding short trips abroad, such as vacations);
  2. Worked for the United States government as an employee overseas in a federal or military capacity; or
  3. Been a dependent of a United States federal or military employee serving overseas.
Exceptions may be granted if you provide complete state-side coverage information regarding participation in "Study Abroad" programs, overseas church missions, or state-side addresses of anyone who worked or studied with you overseas. You must provide information and related documentation at the time of application.

Schedules: Positions can be filled on full-time and part-time basis. Part-time schedules are typically 16 to 32 hours per administrative workweek, prearranged on a scheduled tour of duty.

Trial Period: The entire period served under the Internship Program counts as the participant's trial period.

Grade Point Average (GPA) Requirement: Pathways students are required to maintain a minimum GPA of 2.0 for undergraduate studies or lower program, and a minimum GPA of 3.0 for a master's program or higher program.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Additional information

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Laboratories and Scientific Services Directorate located in Los Angeles, CA.

Bargaining Unit: This position is covered under the bargaining unit.

Grade Point Average (GPA) Requirement: Pathways students are required to maintain a minimum GPA of 2.0 for undergraduate studies or lower program, and a minimum GPA of 3.0 for a master's program or higher program.

A Pathways Participant Agreement will be required if you are selected for a position. This agreement must be signed by all applicable parties prior to entrance on duty.

Trial Period: The entire period served under the Internship Program counts as the participants' trial period.

Drug Testing: You must complete a drug test as a condition of employment for this position. Once employed, you will be subject to random and unannounced drug testing.

Students are required to meet enrollment requirements and remain in good academic standing for the full duration of their appointment in order to maintain eligibility for the Pathways Internship program.

Conversions: Interns may be non-competitively converted from the internship program to a term or permanent position in the competitive service within 120 days following successful completion of all their educational requirements in accordance with section 5 CFR 362.204 given there is an available position; however, conversion is not mandatory or guaranteed.

This position is temporary not-to-exceed one year and may be extended in one year increments at management's discretion if the student continues to meet the requirements of the Pathways Internship Program. This internship confers no right to permanent placement into the competitive service.
