Summary

This position is located in the Applied Sciences Program in the Earth Science Division (ESD) of the Science Mission Directorate at NASA Headquarters. This position will serve as a Program Manager responsible for managing portions of the Applied Sciences Program. It is closely tied to the NASA Earth Science applications themes and interacts with all of NASA Earth Science Division's programs.

Duties

The duties described below are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

As a Program Manager, specializing in Earth Sciences Remote Sensing, you will provide expertise in Earth Science applied research through the analysis and application of data obtained from space-based instruments, other measurements, and models to inform and support decisions and actions, promote innovation, and build capacity in the use of Earth science. You will serve as a Program Manager in the Applied Sciences Program of the Earth Science Division of the Science Mission Directorate (SMD) at NASA Headquarters. SMD engages the Nation's science community, sponsors scientific research, and develops and deploys satellites and probes in collaboration with NASA's partners around the world to answer fundamental questions requiring the view from and into space. You will serve in a position that is closely tied to the NASA Earth science applications themes and interacts with all of NASA Earth Science Division's programs.

You will support efforts to enable and advance uses of Earth observations for decision support. You will provide support for program-wide activities for budget, schedule, and performance, including tracking and analyzing financial aspects to support budget implementation and planning and performance goals. You will lead applications activities for specific Earth Science flight projects, discrete Earth Decadal Survey topics, and program initiatives.

You will assess investment opportunities and perform strategic planning. You will maintain knowledge of latest Earth science, technology, policy, and management issues. You will engage a range of Earth science and applications communities to inform and identify opportunities. You will develop activities and solicitations for applications and applied research.

You will lead the evaluation of proposals. You will oversee efforts to monitor progress and performance of selected projects. You will identify and communicate results. You will assure interagency and international coordination of the program and ESD with those of other entities.

Qualifications

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience at the GS-14 level includes the following:

Skill Set 1): Applying Earth science Earth science data and remotely-sensed Earth observations in decision-support activities;

Skill Set 2): Providing support in program management, strategic planning, financial management, program evaluation, performance, and communications related to scientific programs; and

Skill Set 3): Developing partnerships and managing and participating in interagency and international committee work.

Specialized experience at the GS-15 level includes the following:

Skill Set 1): Providing technical expertise in applying Earth science Earth science data and remotely-sensed Earth observations in decision-support activities;

Skill Set 2): Providing expertise in program management, strategic planning, financial management, program evaluation, performance, and communications related to scientific programs; and

Skill Set 3): Leading the development of partnerships and managing and participating in interagency and international committee work.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
