The mission of SIGTARP is to protect Americans by operating as a law enforcement office and an audit watchdog over the TARP programs. Duties

As the General Counsel to the Special Inspector General (SIG) for the Troubled Asset Relief Program, you will:

  • Serve as a principal legal advisor to the SIG.
  • Provide expert legal advice to the SIG and other senior SIGTARP officials on legal issues that arise in the exercise of responsibilities as an OIG, including issues related to IG independence and IG access, the Emergency Economic Stabilization Act of 2008, the SIGTARP Act, and certain other statutory responsibilities in the Inspector General Act of 1978, the IG Reform Act, the IG Empowerment Act of 2015, and any other authorizing legislation.
  • Ensure a successful legal program that supports SIGTARP’s investigations and audits, including analyzing complex and novel legal issues and allegations, and providing clear and thorough written analyses.
  • Ensure a successful legal program that supports SIGTARP’s administrative and operational matters. Provide expert legal advice to the SIG and other SIGTARP officials on legal issues related to SIGTARP’s administrative and operational matters, including SIGTARP’s wind down, internal policies, contracts, FOIA, privacy, System or Records Notice (SORN), personnel, appropriations, ethics, and disclosure of official information.
  • Independently plan and carry out necessary legal research, and personally prepare or direct the preparation of written memoranda, advisory opinions, and other legal documents on behalf of SIGTARP, and exercise independent judgment in recognizing legal issues and determining the scope and approach to assigned tasks.
  • Formulate budget requirements to accomplish activities of the General Counsel’s office and manage the human, financial, and information technology resources provided to the General Counsel's office.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Part I – Technical Qualifications (TQs) -The TQ questions are mandatory for all applicants.

TQ 1: Demonstrated executive level experience leading and directing a team of attorneys and criminal investigators in deploying highly complex and technical investigative and analytical skills to Federal law enforcement cases in an Inspector General or law enforcement organization.

TQ 2: Demonstrated ability to manage a legal services program, including the ability to review and assess the organizational effectiveness of program services and policies, to design and implement procedures to improve/optimize organizational performance and to meet clients’ needs for high quality service.

TQ 3: Demonstrated in-depth knowledge of and ability to apply a broad range of Federal laws including, but not limited to, the Inspector General Act, as amended, the Emergency Economic Stabilization Act of 2008, securities and other financial related laws, criminal and civil laws, confidentiality provisions and whistleblower protection guidelines, Attorney General Guidelines for law enforcement, administrative, Federal personnel, procurement and appropriations laws.

TQ4: Demonstrated ability to make and effect timely and well-considered decisions, and to resolve issues/problems of substantial impact, sensitivity, and complexity.


Part II. Executive Core Qualifications (ECQs) - ECQ questions are mandatory for all applicants UNLESS you are a current member of the career SES, a former career SES member with reinstatement eligibility, or an OPM/QRB certified candidate.

ECQ 3: Results Driven This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: Business Acumen This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: Building Coalitions  This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

You must (1) be a graduate from a full course of study in a School of Law accredited by the American Bar Association at the time of graduation (J.D., LL.B, LL.M.); and (2) be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or the Commonwealth of Puerto Rico.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
