Duties

Help

OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review, the Office of Management and Administration and the Office of Special Review. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

As an Auditor, you will:

  • Prepare and conduct audit surveys and program evaluations, which focus on specific audit objectives.
  • Research and prepare proposals for future department-wide audits.
  • Participate with the OIG investigative or inspection staff in joint projects and in investigating and responding to Hotline complaints when expertise is required.
  • Research issues relating to non-concurrence on report findings, or recommendations, and provide recommendations regarding whether such matters should be referred to higher management officials at the headquarters level.
  • Represent the office on interagency task forces established to study specific audit procedures, and processes, or on joint projects with other OIG offices as required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:  For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Conducts interviews of employees, managers, and other officials involved with the program, activity or function being reviewed, AND
  • Preparing or reviewing work of junior staff ensuring it is sufficient, competent, and includes relevant evidence to support findings; AND
  • Preparing and presenting reports, briefings and testimony that cover major management issues. 

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements:  Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. 

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
