Summary

This position serves as a Senior Analyst, or Analyst-in-Charge, of a team that is responsible for planning and conducting performance audits, reviews, inspections, or evaluations of the Department of Veterans Affairs (VA) programs, functions, and operations. It is located in the Office of Audit & Evaluation, Access to Care Audit Division.

Duties

Help

OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review, the Office of Management and Administration and the Office of Special Review. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

As a Management & Program Analyst, you will:

  • Prepare and conduct program surveys and evaluations to address specific objectives.
  • Ensure that work papers are accurate, complete and correct and are prepared in accordance with OAE procedures and the Government Accountability Office Generally Accepted Government Auditing Standards (GAGAS), or the Council of the Inspector General on Integrity and Efficiency Quality Standards for Inspection and Evaluations.
  • Perform complex studies, research, and detailed analysis for audit topics that potentially lead to high interest projects.
  • Provide expert advice and guidance on broad projects and programs with overarching impact.
  • Evaluate the adequacy of operations, procedures, and training.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:  For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Conducts interviews of employees, managers, and other officials involved with the program, activity or function being reviewed, and participates in pre-audit meetings and post-audit debriefs; and justifying conclusions reached; AND
  • Preparing or reviewing work junior staff ensuring it is sufficient, competent, and includes relevant evidence to support findings; AND
  • Identify controls over operations and writing segments of draft reports with appropriate summaries, conclusions and recommendations; AND
  • Preparing and presenting reports, briefings and testimony that cover major management issues.

In addition to the above requirements, you must meet thefollowing time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
