Duties

Help

The Management and Program Analyst, located in the Department of Veterans Affairs, Office of Inspector General, Office of Healthcare Inspections. The position may be located in a field location or Washington, DC.

There will be one position filled in one of the following locations: Arlington, VA, Decatur, GA (Atlanta), Baltimore, MD, Bay Pines, FL, Bedford, MA, Hines, IL (Chicago), Dallas, TX, Denver, CO, Kansas City, MO, Los Angeles, CA, Manchester, NH, San Diego, CA, Seattle, WA, Washington DC or Salt Lake City, UT.

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Assist in managing major operational and administrative support functions by providing evaluative guidance.
  • Analyze, evaluate, and/or improve, and report on the effectiveness and results of administrative support and program operations in meeting established goals and objectives.
  • Prepare narrative, analytical, and evaluative reports, summaries and program correspondence containing a statement of the issue, analysis of the information or costs, information used in program planning and evaluation activities, options for change, and recommendations for action.
  • Assist staff with travel.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: 

  • Providing administrative support such as drafting reports, sending office wide emails and tracking office workload; AND
  • Gathering, researching and providing technical information in response to inquiries; AND
  • Using computers and variety of software programs to carry out daily responsibilities;

OR
You may substitute education for specialized experience as follows: A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D, if related. (Attach a copy of transcripts to ensure you receive proper credit).
OR
Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. (Attach a copy of transcripts to ensure you receive proper credit).

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
