Duties

Help

Serves as a Connect2HealthFCC (C2H) Task Force spokesperson. Oversees the planning and execution of traditional and non-traditional strategic communications opportunities to engage science, industry, academia, government agencies and other organizations as appropriate.  Researches opportunities for the organization to selectively engage key stakeholders and advocates for and supports organizational goals and objectives.  Coordinates and disseminates the C2H program information, news stories, feature articles, fact sheets and background materials for use with internal and external audiences as required.  Provides editorial direction and management related to strategic communications and other assigned tasks; establishes deadlines and ensures major assigned projects are completed on time and to standard.  Develops and writes other briefing and information materials on a wide variety of subjects related to broadband-enabled health, mHealth and telemedicine/telehealth designed and focused to reach a variety of national audiences.  Manages the C2H Internet website and oversees web standards and related information technology. Establishes electronic and social media requirements and priorities for C2H and coordinates with appropriate agency staff members for technical support and information assurance.  Prepares, reviews or coordinates speeches, presentations, and written and electronic information materials for general and targeted audiences.  Keeps the Task Force Chair informed on C2H media matters and advises on possible courses of action, events, conditions, and policies that impact the program.  Identifies and analyzes issues that require public affairs attention; develops and implements solutions; and evaluates their effectiveness to help the organization’s senior management be more responsive to ongoing public needs. Provides oversight regarding social media dissemination plans to promote dialogue regarding organization's programs to specialized audiences.  Supports contracting efforts related to strategic communications and public outreach, as assigned.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.  

Selective Placement Factor:  This position also has a Selective Placement Factor (SPF) applicants must possess in order to qualify: Extensive experience in advising senior management and public policy officials on all aspects of public affairs programs and initiatives in the areas of broadband-enabled health, mHealth, and telemedicine/telehealth.

Specialized Experience:  Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.  Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service.

For GS-13:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 level in the Federal service.  Specialized experience includes:    

1.  Writing press releases and statements, internal briefing materials such as talking points and facts sheets for executive level staff to inform various audiences about programs, activities and accomplishments of organization;

2.  Developing, coordinating and advising on proactive outreach plans for information dissemination to the press or media relating to organization's programs; and

3.  Maintaining effective working relationships with representatives of the print, broadcast media, trade associations, Congress, Government agencies and the public.

For GS-14: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal Service.  Specialized experience includes:

1.  Planning, coordinating and advising on information dissemination to the press or media relating to organization's programs;

2.  Writing or leading the development of a variety of articles, news releases, talking points and speeches to specialized audiences about national programs;

3.  Experience serving as the principal spokesperson for comments to the press/media on behalf of the organization's top officials;

4.  Maintaining effective working relationships with representatives of the print and broadcast media; and

5.  Preparing top-level officials for radio and/or television appearances or other news media interviews.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position.  The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1.  Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
2.  Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
3.  Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

An automated score is administered based on the on-line application process used.  Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position.  

Application of Veterans Preference:  The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.  Preference eligibles who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
