Duties

Help

The Executive Director, End User Operations is responsible to the Associate Deputy Assistant Secretary, IT Operations and Services in the Office of Information and Technology (OIT). The responsibilities include, but not limited to:

  • The Executive Director oversees the day-to-day IT operations, services, maintenance and security across the enterprise.
  • This position leads the development and implementation strategy required to manage IT end user operations VA-wide.
  • The Executive Director leads the development and implementation of the national IT policy and strategy to manage IT end user operations VA-wide, including integrating new operational policies and providing supervisory oversight of VA IT end user operations and directing field operations.
  • Directs the operations and maintenance of VA IT functions.
  • Direct responsibility for customer interfacing with and implementation of infrastructure (e.g. networks, telecommunications, video, converged services), core systems (e.g.,messaging, security systems, active directory, remote access), information systems, technology management, and business intelligence.
  • Integrates the Administrations and VA Staff Offices assets and services into the OIT model, leverages economies of scale to obtain operational efficiencies, and manages and implements level of standardization across end user operations; enforces strict adherence to VA's standards and architectures; change control, including version and release management; governance and strategic planning; and SLA compliance.
  • Ensures VA IT programs and services are congruous with the VA Mission and President's Management Agenda as well as other statutory and regulatory requirements.
  • The Executive Director for End User Operations heads a management team organized for the purpose of designing, developing, implementing, modifying and maintaining the information and communication systems and technologies associated with all sources of data related information needs of VA.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrated experience in managing a nationwide IT network IT network to include providing customer support for health care delivery organizations and/or benefits delivery organizations.

TQ2: Experience in methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality and integrity.
