Summary

The U.S. Salinity Laboratory in Riverside, California is seeking a permanent, full time, Research Soil Scientist. The mission of the Salinity Laboratory is to develop, through research, new knowledge, and technology, the solution of problems of crop production on salt-affected lands, to promote the sustainability of irrigated agriculture, and to prevent degradation of surface- and ground-water resources by salts, toxic-elements, pesticides, and pathogens.

Duties

Major Duties:

As a Research Soil Scientist the incumbent will be responsible for, but not limited to:

  • Elucidate the important mechanisms and processes that affect soil, water, salinity, and cropping systems by conducting fundamental experimental studies in irrigated and salt-affected soils using chemical and physical instrumentation at the laboratory and fieid scale.  
  • Developing sensors, instruments and equipment that allow an integrated interpretation of the relevant soil physical, chemical and environmental processes affecting plants, soil solution composition, and salt loading to ground and surface waters. 
  • Developing new or improved water and salinity management strategies to facilitate crop production using limited and/or impaired waters.  
  • Determining the effects of changes in climate on water requirements, water quality and crop production. 
  • Disseminating research results at scientific meetings and in peer-reviewed scientific publications. Obtaining extramural funding to enhance incumbent’s research program.

Qualifications

A pplicants must meet all qualifications and eligibility requirements by 11:59 pm Eastern Time on the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

Your education and experience will be evaluated against all qualification requirements (basic and any additional requirements) listed below.

Graduate education must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to do the work.

Basic Requirements:

GS-0470: Degree – soil science or closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility.

OR

Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education.

Additional Requirements:
In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

GS-12:   Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or possess a Ph.D. or equivalent doctoral degree or possess an equivalent combination of graduate level education and experience.  Graduate education must be directly related to the work of the position and must have equipped applicants with the knowledge, skills, and abilities necessary to do the work. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-12 level of this position are:  

  • Experience conducting quantitative research that examines mechanisms and processes affecting soil, water, and nutrients in salt-affected soil;
  • Experience conducting research on the processes and factors that lead to salinization of soils and instrumentation for diagnosis of these at the field scale and develop management practices to mitigate the effects of soil salinity; and
  • Experience conducting and publishing research in peer-reviewed scientific journals and make presentations at scientific meetings.

  GS-13:   Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service.  Specialized experience is experience directly related to the position to be filled.  The specialized experience requirements for the GS-13 level of this position are: 

  • Experience conceiving, planning, and conducting quantitative research that examines mechanisms and processes affecting soil chemical and physical properties including nutrients and manipulate them for agricultural and natural resource management in salt-affected soil;
  • Experience developing novel techniques and approaches for measurement of soil physical and chemical properties using instrumentation related to soil salinization and to mitigate the effects of soil salinity;
  • Experience applying chemical and physical instrumentation management practices to improve crop production; and
  • Experience conducting and publishing research in peer-reviewed scientific journals and make presentations at scientific meetings.
