You will serve as a Supervisory Public Affairs Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Headquarters in Washington D.C. This position provides for the planning, direction, coordination, and supervision of all Office of Disaster Assistance inter-governmental coordination, communications and public affairs.
Summary
You will serve as a Supervisory Public Affairs Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Headquarters in Washington D.C. This position provides for the planning, direction, coordination, and supervision of all Office of Disaster Assistance inter-governmental coordination, communications and public affairs.
Occasional travel - On occasion, especially during times of substantial disaster activity, you may be required to work overtime and/or travel with little or no advance notice.
As a Supervisory Public Affairs Specialist at the GS-1035-15, some of your typical work assignments may include:
Acts as a spokesperson and assists in making public appearances by preparing talking points for speeches. Writes news releases, feature and photo caption material concerning the SBA disaster loan program that is consistent with Office of Communications and Public Liaison (OCPL) guidelines. Answers media questions and responds to requests for interviews and written data and information.
Acts as an advisor to the Associate Administrator for Disaster Assistance (AA/DA) and the Deputy Associate Administrator for Disaster Assistance (DAA/DA).
Serves as a disaster program information link to offices of Members of Congress, and Federal, State and local public/elected officials, providing them with explanations and written materials as necessary. Coordinates timely, consistent responses to Congressional inquiries.
Maintains, directly or indirectly extensive contacts with state and local emergency officials, Congressional and Senatorial staffs, media both in the major outlets and in specialized organizations (i. e. banking, legal, etc.) and Federal agencies.
Assists in the establishment of national policies, goals, and operating procedures for the effective management and delivery of disaster assistance program initiatives; identifies procedures to refine and strengthen the disaster assistance program; monitors progress, evaluates results, and specifies changes to improve performance
Exercises the full range of supervisory personnel management responsibility and authority in directing the coordination and communication staff.

Qualifications
Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

*Leading or supervising employees or projects in a disaster or emergency relief organization/program. (This experience must involve activities pertaining to planning, socializing, and maintaining preparedness for disasters or emergencies.)
*Performing outreach and coordination activities involving multiple agencies or organizations.
*Reviewing/approving or preparing press or news releases, speeches or talking points, and feature and photo material for the media or public appearances; and
*Acting as the spokesperson for an organization or program.
*Evaluating a program to identify strengths, monitor progress, and make recommendations for improvement.
