The incumbent will serve as a Marine Accident Investigator in the Office of Marine Safety (OMS) providing experience and expertise in marine accident investigations, marine operations, and marine safety. This includes organizing and managing the investigation of major marine accidents, the on-scene fact-finding of the investigations, and all related group activities in order to develop all the pertinent facts, conditions and circumstances surrounding the accident.

At the GS-13, in addition to the duties at the lower level, typical duties may include:

  • Organizing, managing and coordinating the investigation of marine accidents.
  • Developing and presenting reports with marine transportation safety recommendations for adoption by the Board.
  • Serving as a Group Chairperson or the Investigator in Charge (IIC) in marine accident investigations.
  • Serving as the NTSB representative in public/non-public accident investigations or other marine accident investigations of interest to the NTSB, and as the NTSB representative in international investigations conducted under IMO rules.
  • Conducting analysis and assessments of pertinent issues and developing safety recommendations.

Qualifications

GS-13 Specialized Experience:

To be creditable, you must have 1 year (52 weeks) of specialized experience at the GS-12 or equivalent level in the federal service that is typically in or related to the work of this position. Specialized experience is defined as:

  • Documented sea service serving as a chief mate or master operating/navigating on commercial vessels over 1600 gross tons or comparable military seagoing experience.
  • Operational experience working within and/or participating in the auditing of vessel safety systems and providing feedback for the development of new procedures for continuous improvement of those systems.
  • Participating in shipboard emergency drills and/or actual emergency situations at sea.
  • Assisting with marine accident investigations including project planning, scope and organization, management of budget and schedules and presenting investigative reports.
  • Operating under and determining compliance with laws, regulations, and applicable standards; responsible for proper vessel documentation and the certification and safe and proper operating condition of systems (navigation, stability, communication, alarm, lifesaving, firefighting, and pollution prevention systems) and machinery, and the soundness and acceptable parameters of vessel structures and hulls including maintaining vessel stability.
  • Contributing to operational activities aboard seagoing commercial vessels related to vessel and crew member safety.
