This position is located in the Office of External Affairs, Department of the Chief Executive Officer, in Washington, DC.
The Writer-Editor is responsible for writing, editing, and reviewing both traditional and digital media communication that supports the plans and implementation strategy for public engagement. Incumbent provides strategic support to senior staff in OEA, other CNCS leadership, and field staff.
Lead on all GovDelivery message content and approvals. Provides technical assistance and training to all back-end users. Reviews messages, builds templates, and manages contact lists.
Writes and edits GovDelivery messages for internal and external audiences.
Monitors agency website content on a regular basis. Uses Drupal 7, HTML, and CSS to write and edit content providing updates and corrections.
Creates agency website content and design elements alongside web designer and developers(s) for CNCS internal and external audiences that optimize user experience, enhance content, and meets business and technical requirements and utilizes standards with regards to navigations, style sheets, general design, and 508 accessibility requirements.
Creates and distributes HTML messages and electronic newsletters via approved email and listserv distribution tools in conjunctions with OIT.
Writes and edits other outreach and media content.
Provides input for the development and implementation of agency strategic engagement plan; includes tracking projects and goals, measuring impact, and setting timelines.
Coordinates strategic engagement and supports outreach to and collaboration with external stakeholders such as media, corporate, non-profit, philanthropic, state and local governments, and other federal partners.
Participates in the coordination of Day of Service events, as needed.
A 2-year probationary period is required for new Federal employees

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes editing and proofing website content to include providing updates and fixing broken/outdates links; assisting in the drafting and reviewing of content from providers; and using a content management system to publish information and make changes to websites.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
Such experience must be clearly documented in the applicant's resume.
Education
If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.
You may also qualify based on a combination of education and experience, if applicable.
Additional information
As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government.
