Duties

As a Public Affairs Specialist (PAS) for the United States Mint, the employee, working with PAS's, plans, designs, develops, and disseminates public affairs information and materials to inform and educate the public about bureau programs, products and services. Work includes all aspects of a public affairs program involving the development of written materials, maintenance of effective working relationships with specialized groups such as the news media, social media and recommending communication approaches to improve program effectiveness

The following are the duties of this position at the GS-11 grade level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • With higher-level public affairs specialists, plan, design, develop, and execute comprehensive, nationwide, sometimes international, campaigns to convey information concerning the bureau's programs to individuals and organizations served or affected by those programs.
  • With higher-level public affairs specialists, plan, design, develop, and execute comprehensive, nationwide, social media campaigns, including but not limited to Facebook, Twitter, YouTube, Instagram and Pinterest.
  • Use a variety of methods and techniques to achieve communication goals such as news releases, social media, personal appearances, new conferences, exhibits, brochures, pamphlets, photography, etc.
  • Establish and maintain effective working relationships with representatives of the print, broadcast and online media, with members of professional, business, civic, and other public interest organizations, and with public affairs officials of state and local governments and Congress interested in Departmental programs.
  • Draft Facebook, Twitter and Pinterest posts, tweets, talking points, radio/podcasts scripts, Web articles, and other types of multi-media presentations, including PowerPoint, consistent with bureau messages and priorities.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: 

Using multimedia tools in executing communications strategies. AND

Experience in writing, photography or videography for use in communicating information about an organization's programs, products or services.

OR

You may substitute education for general or specialized experience as follows: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.



Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: 

Using multimedia tools in executing communications strategies. AND

Establishing and maintaining working relationships with members of the news media. AND

Experience with writing, photography, and videography to communicate information about an organization's programs, products, or services.

OR

You may substitute education for general or specialized experience as follows: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; or an LL.M., in a related field


You may qualify by a combination of experience and education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09 grade level, you must have been at the GS-07 grade level for 52 weeks.

For the GS-11 grade level, you must have been at the GS-09 grade level for 52 weeks.

Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
