Duties

Help

Duties include but are not limited to the following:

  • Develops and formulates data and prepares the medical center's annual budget plan;
  • Reviews cost records and furnishes historical cost data to program officials;
  • Provides technical assistance and analysis to facility as requested for recurring and one-time reporting needs;
  • Monitors the propriety and rate of expenditures of budgeted funds through contacts with program officials, review of written documents, and examination of accounting records;
  • Distributes approved annual cost ceilings for all programs by quarter; estimates and monitors annual obligation data and employment by cost center and sub-account;
  • Prepares salary projections, monitors FTE, and reports actual performance compared to budget;
  • Maintains records of funding and obligations for all programs;
  • Establishes and monitors internal controls to prevent over-obligation of quarterly distribution of cost ceilings;
  • Evaluates trends in usage of supplies, services, equipment and employment to determine need for changes in funding levels;
  • Responsible for preparation and publication of biweekly, monthly, quarterly, annual, and special budgetary reports or analyses as requested by local management.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience GS-9: Applicants must have at least one year of specialized experience equivalent to at least the GS-07 level which provided the knowledge, skills, and abilities to successfully perform the duties of the Budget Analyst. Specialized experience includes but is not limited to:
    • Experience using the VA Payroll and accounting systems to identify, locate and analyze data pertaining to the budget.
    • Experience using accounting reporting systems and databases to extract, analyze and interpret reports.
    • Experience with VA policies which have a direct effect on the allocation of available resources.
    • Experience with the budget allocation process and reporting methods to project funding and workload.
    • Experience advising fund control and management officials on aspects of the budget program. OR,
  • GS-9 Education: Applicants may substitute education for the experience required for the GS-09 level which is a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR,
  • GS-9 Combination of Experience and Education: Applicants may also combine education and experience to qualify at the GS-09 level. (TRANSCRIPTS REQUIRED).
  • Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Assists leadership and management of different departments on budget formulation, obligation, execution, and allocations of funds.
    • Keeps accounting and projections of totals of all assigned fund control points to request adjustments and additional funds if necessary.
    • Prepares analysis reports for use by leadership, management, and program operating officials pointing out trends, fluctuations and past totals.
    • Reviews and reports on obligation and expenditure records.
    • Analyzes and audits usage of funds and reports to management on utilization trends or potential deficits.
    • Researches returned checks, audits duplicate payment reports, and audits 1358's.
    • Assists with training of staff on auditing authorizations and obligations, revising estimates, and opportunities for de-obligating obligations. OR,
  • Education for GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.(TRANSCRIPTS REQUIRED) OR,
  • Combination for GS-11: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the second year or 36 semester hours.(TRANSCRIPTS REQUIRED).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual
dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.

Influenza Vaccination: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities.
