Summary

The Office of Audits conducts and coordinates audits and evaluations of the economy, efficiency, and effectiveness of DHS management programs and functional operations, to determine compliance with applicable laws and regulations, to evaluate internal controls, and to identify any abuse or illegal acts. The Deputies independently provide direction and sets expectations for the assigned workforce, evaluates audit activities, and makes decisions and recommendations to improve program operations.

Duties

Help

The Deputy Assistant Inspector General (DAIG) for Information Technology Audits (ITA) participates with the Assistant Inspector General of Audits (AIGA) in the formulation of audit program policies, procedures, goals, and objectives and the development of long and short-range strategic plans for ITA programs and activities. The DAIG ITA directs operational and functional development, implementation, and supervision of ITA activities. Participates in the formulation of budget requirements to accomplish program goals and activities. Leads, directs, supervises, and oversees the overall planning, direction, performance, and timely execution of ITA activities. Supervises day-to-day operations of ITA, in assigned areas, including Headquarters and the Field Offices. Determines resource needs and is accountable for allocation and stewardship of such resources. Assures that subordinate supervisors are effectively managing their programs and are providing proper supervision to their assigned personnel. Coordinates ITA training requirements. Manages all ITA activities in assigned areas through subordinate division directors and managers, to include:

  • The Cybersecurity and Intelligence Division, which audits the security of DHS' networks and the effectiveness of its cybersecurity programs and initiatives.
  • The Information Technology Management Division, responsible for evaluating the effectiveness of major DHS information technology systems and technologies.
  • The Information Systems and Acquisitions Division that tests security controls and assesses DHS systems acquisitions for cost-effectiveness and adequacy to support DHS needs.
  • The Advanced Technology Projects Division, which evaluates DHS' high-technology systems, privacy safeguards, and insider threat protections.
  • The Data Analytics and Infrastructure Division, responsible for providing the leading edge infrastructure, hardware, software, and IT specialists critical to conduct audits and support data analytic activities OIG-wide.
  • The OIG-Wide Analytics and Support Division, which conducts data mining and big data analytics to identify fraud, waste, and abuse that may require referral for investigation.
  • The Information Assurance and Testing Branch that manages and operates the ITA laboratory comprising an isolated network and virtual environments for technical systems testing and vulnerability assessments in support of program operations OIG-wide.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Typically, experience of this nature will have been gained at or above the GS -14 /15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: directing the work of an organizational unit; ensuring the success of one or more specific major programs or projects; monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each mandatory technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

MTQ 1: Describe your extensive knowledge and application of operational and Information Technology auditing techniques and practices using professional auditing standards such as the Government Accountability Office's Government Auditing Standards.

MTQ 2: Describe your experience working directly in the IT field, or in the accountability community, assessing the state of a nationally dispersed IT environment, including broad exposure to systems development, operations/maintenance, IT security, and data analytic programs and activities.

MTQ 3: Describe your knowledge of Inspector General programs, operations, systems, legislative history, mission, and systems to sufficiently plan and conduct audits.


EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You must limit your narrative to two (2) pages per ECQ. When uploading your ECQs, choose the Supporting Document Type called ECQ.

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Within OA, the Deputy Assistant Inspector General (DAIG) for Information Technology Audits (ITA) manages a multidisciplinary staff of Auditors, Program Analysts, and IT Specialists responsible for accomplishing a range of information security, technology management, data analysis, technology management, systems acquisition, and privacy audits and programs. The DAIG serves as advisor and representative on all ITA-related issues, participating fully with the Assistant Inspector General for Audits in the development of all ITA programs, plans, policies, and activities, designed to respond effectively to the interests and needs of the Inspector General in carrying out the mission and functions of the Office of Inspector General. These ITA audits and programs can be technical, requiring extensive audit experience and mastery knowledge of IT laws and regulations applicable to administering Federal systems and technology programs. Skill in oral and written communications, sufficient to communicate complex and/or sensitive IT matters to technical and non-technical personnel, is needed.
